- DRAFT PWS This is a Sources Sought Notice being issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Defense Office of Hearings and Appeals (DOHA), pursuant to FAR Part 10 (Market Research), FAR Part 6 Competition Requirements and FAR Part 19 Small Business Programs, competition and set-aside decisions may be based on the results of this market research. Note that this is not a request for proposals. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. Not responding to this sources sought does not preclude participation in any future and potential solicitation. This Sources Sought Notice seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirement. The draft performance work statement may vary from the work scope in a final PWS included in any Request for Proposals/Quotes (RFP/Q). A brief description of the performance work statement is below. The contractor shall support DOHA in performing day-to-day litigation support services and administrative support activities as they relate to the DOHA mission and functions. Individual (s) must be able to work independently, receiving a minimum of detailed supervision and guidance. The critical elements of this Sources Sought Notice are: 1. A company that possesses an active Top Secret facility clearance. 2. Ability for the company to provide 23 full-time personnel with 2 leads supporting the Arlington, Virginia office and 3 full-time personnel with 1 lead supporting the Woodland, California office. All full-time personnel will require to possess and maintain an active Top Secret security clearance. 3. Knowledge of DoD Directive 5220.6 Defense Industrial Personnel Security Clearance Review Program. 4. Knowledge on the use of the Joint Personnel Adjudication System (JPAS), Case Adjudications Tracking system (CATS), and other applicable security clearance regulation in addition to administrative abilities. 5. Knowledge or familiar with the legal terms of art. 6. Knowledge of DoD payroll and travel system. Large and Small firms including business in all socio-economic categories that are certified and qualified under NAICS code 541611 (Administrative Management and General Management Consulting Services). Any other interested parties capable outside of the NAICS code should also respond. Sources Sought Notice Guidelines: Please note that this synopsis is for INFORMATIONAL and PLANNING purposes only and does not constitute a Request for Proposal (RFP). Responses to this Sources Sought Notice will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of this Sources Sought Notice. The purpose of this Sources Sought Notice is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this Sources Sought Notice is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting the information in response to this Sources Sought Notice, submitters of such information consent to the release and dissemination of submitted information to any Government or non-Government entity to which WHS releases and disseminate the information for review. As such, to the extent that any information submitted in response to this Sources Sought Notice is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this Sources Sought Notice constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and will not be accepted by the Government to form a binding contract. Potential large and small business sources are invited to submit a Capabilities Statement addressing the ability of their company to address the six (6) critical elements listed above. Responses shall not exceed three (3) pages maximum, as described above, to the "Defense Office of Hearing and Appeals (DOHA) Litigation Support Services." Hard copies will not be acceptable (only electronically submitted Capability Packages will be accepted). Do not submit pricing information in response to this notice.
