- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-16-Q-0284. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. This requirement is Set-Aside 100% for Small Business. The NAICS Code is 511210 and has a Size Standard of $38,500,000.00. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), has a sole make and model requirement for the renewal of the annual maintenance of Siemens' PLM NX/I-DEAS software for sites 15009, 31229, and 1106324. See attachment 2 for Sole Make and Model Justification. The required items are listed as follows: CLIN 0001 - NX/I-DEAS Software Maintenance Renewal ID 15009, in accordance with Attachment 1, (QTY. 1 lot). CLIN 0002 - NX/I-DEAS Software Maintenance Renewal ID 31229 and 1106324, in accordance with Attachment 1, (QTY. 1 lot). The offeror must be able to provide the following: 1. Updates and extensions to the NX/I-DEAS software to maintain state-of-the-art engineering design and finite element modeling and analysis capability as well as industry wide compatibility with other CAD installations. 2. Documentation updates to reflect software enhancements and application guidance. 3. A hot-line telephone system staffed by engineers experienced with NX/I-DEAS and capable of answering specific questions about program capabilities, function, configuration, and troubleshooting. 4. T imely software patches that affect system security and fix known deficiencies. This procurement will be processed using FAR Part 13, Simplified Acquisition Procedures. A Firm Fixed Price (FFP) type purchase order is anticipated. The period of performance for this requirement is from 1 December 2015 to 30 November 2016; F.O.B. Destination: NUWCDIVNPT, Newport, RI. FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies. Evaluation will be in accordance with FAR 52.212-2, Evaluation -- Commercial Items. Evaluation factors are technical capability, price, and past performance, with each being equally important. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, also apply. The following addenda or additional terms and conditions apply: Payment terms are electronic invoicing through Wide Area Workflow (WAWF). Offers should include price, past performance, delivery terms and a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Defense Priorities and Allocations System (DPAS) rating of DO-A7 applies. Offers must be submitted to Contracts Department, Building 1258, NUWCDIVNPT, Code 0222, 1176 Howell Street, Newport, Rhode Island 02841-1708, or emailed directly to keri.gunn@navy.mil.
