Description
RFQ solicitation for Boulder Materials. PROJECT TITLE: BOULDER MATERIAL - NORTHERLY ISLAND REPAIR WORK 1. GOVERNMENT REQUIREMENT: By way of this Request for Quotation (Solicitation), the U.S. Army Corps of Engineers (USACE) is soliciting its requirement for boulder materials to be used for repair work at the Northerly Islands. Accordingly, eligible small business concerns are invited to offer prices based upon the line items and quantities provided in the Bid Schedule (See Section B of this document). The winning Contractor will be required to provide supplies described in Line item 0001 of Section B (Bid Schedule) and as set forth in the Statement of Work (Section C of this document). Line items 0002 through 0004 are options that might be exercised by the Government within 365 days of the date of contract award. 2. SYSTEM FOR AWARD MANAGEMENT (SAM): Contractors must be registered in the System for Award Management (SAM) TO RECEIVE AN AWARD FOR THIS ACQUISITION, and must be registered in SAM with North American Industry Classification System (NAICS) Code 212312 - Crushed and Broken Limestone and Quarrying. Registration can be completed on‐line at https://www.sam.gov/. This is a free web site that consolidates the capabilities you will use to register in SAM/FedReg, ORCA, and EPLS. 3. COMPETITION: This is a Full and open procurement. The applicable NAICS code is 212312 with a Small Business size standard of 500 employees. Although offerors are encouraged to provide the products of small businesses, it is not mandatory for this solicitation, which is a full and open competition. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation. See FAR clause 52.219-4, NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZone SMALL BUSINESS CONCERNS. 4. SUBMITTAL INSTRUCTIONS and DUE DATE: a. Required Submittals In Response To This Solicitation: (1) Signed Quote (Page 1 of this Solicitation, Blocks 30a., 30b., and 30c.) or an electronically signed transmittal letter. (2) A fully completed Bid Schedule (Section B of this Document) with a price provided for each line item (0001 through 0004), with no exception. (3) Fully completed "Representations and Certifications"(Section K of this Document). b. When to Submit: The Contractor shall submit its QUOTE and required submittals to W. Dale Dewar, at email Wesley.D.Dewar@usace.usace.army.mil no later than 3pm (CST) on 30 NOV, 2015. c. Where to Submit: Packages shall be emailed to: Wesley.D.Dewar@usace.army.mil NOTE: IN THE SUBJECT LINE OF YOUR EMAILS, PLEASE CLEARLY INDICATE THE FOLLOWING: "SOLICITATION NUMBER W912P6‐16‐T‐0001, BOULDER MATERIALS." SPECIAL NOTE: Electronic Files: Any electronic files (EMAIL) of the quotes CANNOT EXCEED this Agency's size limit of 20MB (includes email and its attachment); files exceeding this size will be denied access to the aforementioned email inboxes. 5. DELIVERY OF SUPPLIES: Delivery Schedules will be dictated by the delivery orders, however, prior to any delivery, the Contractor shall coordinate delivery times with Mr. Adam Tennant, who can be reached at (312) 846‐5593, or email Adam.Tennant@usace.army.mil. POINT OF DELIVERY: The southeast corner of the U.S. Army Corps of Engineers (USACE) Northerly Island Project site located near 1521 S. Linn White Drive, Chicago, IL 60605. The exact location is shown in the attached drawing. 6. POINT OF CONTACT FOR SITE VISIT: If a potential offeror wants to see the site for deliveries at the Indiana Harbor, the Point of Contact for the Site Visit is Mr. Adam Tennant, who can be reached at (312) 846‐5593, or email Adam.Tennant@usace.army.mil. 7. PRICE EVALUATION: The Contractor shall provide its pricing by fully completing the unit and extended pricing for each contract line item, displayed in Section B. Its pricing will be evaluated for price fairness and reasonableness. Pricing, both unit and extended, must be submitted for each and every line item for the Contractor's offer to be considered responsive to the solicitation. Offers will be evaluated for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation. See FAR 52.219-4 NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS (OCT 2014). 8. AWARD: The award of a firm fixed‐price Contract will result from this solicitation. The government will be awarding this particular contract to "one" contractor, who is considered responsive to the Solicitation requirements; is considered responsible per Part 9 of the Federal Acquisition Regulation and has submitted the lowest aggregate price (fair and reasonable) to perform the contract. Options may be exercised within one year of the date of contract award, at the discretion of the Government. Only the base quantity (CLIN 0001) is guaranteed when the contract is awarded. 9.
