- The Federal Bureau of Prisons Healthcare Accreditation Services Pre-solicitation Notice The Federal Bureau of Prisons (Bureau) is seeking proposals from sources having the ability to provide Healthcare Accreditation services for Bureau institutions. Healthcare accreditation services ensure compliance with a nationally accreditation program. The Bureau currently provides healthcare to more than 205,000 inmates in 122 institutions geographically dispersed throughout the contiguous United States, Hawaii and Puerto Rico. All of the Bureau's institutions with Care Levels II, III, and IV are currently accredited by the Joint Commission. The Bureau's health care units are referred to as complex organizations (network) that provide for various levels and types of health care services. This type of care is usually performed in multiple settings. A contract for Healthcare Accreditation services is required to enable the continued evaluation of healthcare programs by a nationally recognized, external source that has accreditation standards applicable to the scope of medical services provided at Bureau institutions. The services offered shall be in accordance with the Federal Bureau of Prisons Healthcare Accreditation Services, Statement of Work. The contractor shall integrate a preauthorization process into their unannounced inspections. The requirement is to accredit approximately 87 Care Level II institutions and 23 Care Levels III and IV institutions. Therefore, one site could have up to 4 or 5 institutions requiring accreditation services to be conducted at one time. There are 8 Care Level II sites that have more than one institution: FCC Coleman has four institutions on one site; FCC Florence has three institutions on one site; FCC Forrest City has two institutions on one site; FCC Lompoc has four institutions on one site; FCC Petersburg has three institutions on one site; FCC Victorville has four institutions on one site; FCC Hazelton has three institutions on one site; FCC Oakdale has three institutions on one site. The remaining are standalone institutions. There are 4 Care Levels III and IV sites that have more than one institution: FCC Allenwood has three institutions (two Care Level III and one Care Level II) on one site; FCC Butner has five institutions (four Care Level III and one Care Level IV) on one site; FCC Terre Haute has three institutions (all Care Level III) on one site; FCC Coleman has five institutions (three Care Level III and two Care Level II) on one site. The remaining Care Level III and IV institutions are comprised of five stand alone medical centers and two stand alone institutions. There is one complex site that has both Care Level II and III institutions. FCC Tucson has two Care Level II institutions and one Care Level III institution on one site. The contractor will be required to provide these services during normal business hours (7:30 AM to 4:00 PM local time) for Bureau institutions. Contractor and subcontractor personnel shall have security investigations commensurate with the security requirement clauses listed in the solicitation. Healthcare providers currently providing health care services to the Bureau under contract, purchase order, or other service agreement, whether directly and/or indirectly, are not precluded from participating in this solicitation/contract. We anticipate awarding a firm-fixed price, indefinite-delivery requirements type contract. We reserve the right to award to multiple offerors who will provide services for each care level. The solicitation will be available on or about November 20, 2015 and will be distributed solely through the Federal Business Opportunities website, http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most current information about this acquisition. The estimated closing date is on or about December 4, 2015. Faith-Based and Community-Based organizations can submit proposals equally with other organizations for contracts for which they are eligible.
