Description
The US Army Corps of Engineers, Walla Walla District is seeking interested bidders for a construction contract titled: Mill Creek Levee Maintenance Phase II. The construction will occur at the Mill Creek Levee in Walla Walla County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $500,000 and $1,000,000. Performance and Payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. This sources-sought announcement is a tool to identify small businesses with the interest in and capability as well as technical experience to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A.) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a description of any previous projects that are similar or the same as the work detailed below. Please indicate any parts of the work described in the Summary of Work below that will be performed by a subcontractor. Indicate who the subcontractor is and their experience as well. B.) A list of references for each of the projects submitted in A.) above. Include the point of contact, title, phone number and email address. C.) Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D.) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E.) Provide a statement of your firm's bonding capacity. Your response to this notice must be received on or before 2:00 PM Pacific Time on November 20, 2015. Summary of Scope of Work: Background: The Mill Creek Flood Control Project was completed in 1949 and included levees along the improved Mill Creek channel to provide flood protection for the City of Walla Walla. At present, the Mill Creek Project levees fail to comply with the ETL 1110-2-571, Guidelines for Landscape Planting and Vegetation Management at Levees, Floodwalls, Embankment Dams and Appurtenant Structures (April 2009). USACE vegetation standards are among a suite of design criteria that are used to ensure reliability, resiliency and operability of levee, floodwall, and dam projects nationwide. Non-compliant or undesirable vegetation on levees blocks visibility for inspections, access for maintenance and inspection, and hinders flood fighting. The inability to inspect, maintain or flood fight could contribute to a breach or delay emergency response. Vegetation adds uncertainty to structural performance and reliability, which increases risk. Since 1975, NWW has completed several actions at the Project related to reservoir and levee. In the mid 1980's, NWW removed vegetation from the creek channel, but not the landward side of the levees. Summary of Work: The 2015 Mill Creek Levee Maintenance Phase II Scope of Work includes (but is not limited to) grubbing, screening, re-placing, compacting, and re-grading (re-shaping - to include redistributing materials along the alignment as required) the landside slopes plus a 15' wide maintenance corridor along the Federally managed alignment of the Mill Creek Levees, located in Walla Walla Washington. The alignment is roughly 2 miles in length, with one mile located on each bank of the creek. The existing landside levee slopes vary from roughly 1.5H:1V to 3H:1V. All roots will be grubbed and disposed of off-site, the remaining material of the landside slopes will be screened to remove the remainder of the organics, which will also be disposed of off-site. The remaining material will then be re-placed in lifts and compacted to specifications. Finally, the levee cross section will be finished graded so the landside slope is no steeper than 2H:1V in any location and flat/smooth enough to accommodate riding lawnmowers. Onsite work is expected to begin in July of 2016
