- The Huntington District Corps of Engineers intends to procure a contract for Technical Support and Software Maintenance Services for the Waterborne Commerce Statistics Data Collection/Navigation Planning Database and Waterborne Application for Report Processing (WCS/WARP) for the U.S. Army Corps of Engineers, Navigation Planning Center of Excellence for Inland Navigation, Huntington District. Performance will be a base period with two additional one year option periods. The contract will be a Firm Fixed Price, Indefinite Delivery type contract, in a not-to-exceed amount of $1,000,000.00 over the entire contract period. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following technical factors: (A) Technical Experience/Management Approach; (B) Staffing Plan; (C) Knowledge of US Army Corps of Engineers Vessel Operating Report Processes; (D) Past performance; (E) Transition Plan and (F) Cost/ Price. Technical Factors and other non-priced factors (A) through (E) are listed in descending order of importance. All non-price factors are significantly more important than price.
