- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis with Dr. Paula Gregory, PhD, 1384 Rue Bayonne, Mandeville, LA 70471-1228 for expertise and knowledge to teach a Grant Writing Course and Mock Study Section for the National Human Genome Research Institute (NHGRI), Intramural Training Office (ITO). Background : The sole source determination is based on the fact that the National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The National Human Genome Research Institute (NHGRI), Division of Intramural Research provides an excellent environment for training the next generation of researchers and is proud to support training at all career levels. The Intramural Training Office (ITO) serves as the focal point for training at NHGRI and offers a variety of information and resources including: • Career development seminars; • Funding resources; • Educational programs; • Conflict resolution and problem solving; • Matching trainees to individual research labs; and • Mentoring (See: NHGRI Faculty Mentor Awardees) The ITO, in collaboration with the Education and Community Involvement Branch, is dedicated to expanding and developing programs to increase diversity within NHGRI. The NHGRI Intramural Training Office (ITO) supports the NHGRI trainee community through the offering of high-quality career development workshop series. Procurement: Dr. Paula Gregory is being procured to provide the following: • Classes will combine didactic presentations with mini workshops and group discussions, assignments and writing of proposals. A distance learning component will allow students to submit their writing between in-person class time, they will receive edits and feedback by both email and phone conversations. The course consists of six half-day sessions conducted on the NIH campus with Dr. Gregory delivering the content during those in-person sessions. Dr. Gregory will also do the editing and one-on-one work with individual fellows to refine their proposals. This course has an exceptional success rate with NIH fellows, with the majority of fellows who applied being funded. • Grant Writing Course Scheduled for Six Days to be held only on Thursday and Friday. Purpose and Objectives: The course consists of six half-day sessions conducted on the NIH campus with Dr. Gregory delivering the content during those in-person sessions. Dr. Gregory will also do the editing and one-on-one work with individual fellows to refine their proposals. This course has an exceptional success rate with NIH fellows, with the majority of fellows who applied being funded. Classes will combine didactic presentations with mini workshops and group discussions, assignments and writing of proposals. A distance learning component will allow students to submit their writing between in-person class times; they will receive edits and feedback by both email and phone conversations. • Most grant writing training available at the NIH campus is in the form of broad overviews with little participation on the side of the student. Thus, it is imperative that NHGRI trainees have access to complementary, intensive hands-on grant workshops to perfect their scientific thinking and the quality of their grant craftsmanship. • New technical and philosophical guidelines were introduced in the writing of NIH grant applications in January 2010 and new guidelines are constantly introduced. Thus, it is essential that the NIH trainees get familiar with the new instructions and learn to use these changes to their competitive advantage. • Additionally, it is necessary that the NIH trainees update their understanding of the key aspects that may positively influence the reviewer's opinion of the application during the study section. Period of Performance: Base Year: 12-Months Option 1: 12-Months Option 2: 12-Months Option 3: 12-Months Option 4: 12-Months Justification: Dr. Gregory is in a unique position to serve the needs of NHGRI trainees, as she was Chief of the Genetics Education Office of the institute between 1993 and 1997. Dr. Gregory's past experience and regular engagements with NHGRI gives her a unique understanding of the NHGRI research areas, familiarity with the Institute's organizational structure and the ongoing activities being conducted. She also has an extensive background and knowledge of NIH guidelines on research grants as well as NIH and NHGRI policy and procedures. Dr. Gregory's past experience with working with NIH and NHGRI has proven her ability to assemble, organize and present information in a logical and understandable way to the intended audience which is key and essential. She has superb skills in writing research and training grants that is required and needed in order to complete the work requested. Dr. Gregory's course includes a mock study section, another unique feature of this class. Successful participants from prior classes work with Dr. Gregory to provide current students with details concerning the NIH submission process and to discuss re-submission strategies; this is another invaluable component of the course. Other Important Considerations: This course is designed specifically for post-doctoral and clinical fellows who intend to pursue a career in biomedical research. It will provide students with the concepts and structure necessary to prepare a successful grant proposal. This is the only grant writing workshop that focuses specifically on the Career Transition "K" grant series. The K-Series provide institutional research training opportunities (including international) to trainees at the undergraduate, graduate, and postdoctoral levels. Participants will learn to develop a clear, focused career development plan, which includes the resources available at the NIH. Participants also conduct a Mock Study Section which provides them with a more clear idea what a fully developed grant looks like and allows them to determine the strengths and weaknesses of individual applications. Regulatory Authority: This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: The intended procurement is classified under Industry Classification (NAICS) Code is 611710, Educational Support Services, with a size standard in dollars $15.0M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-83 (November 1, 2015). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received no later than 7:30 a.m. Eastern Standard Time (EST), November 23, 2015; and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-024-DLM.
