Description
SYNOPSIS PROJECT DESCRIPTION AND PURPOSE: The objective of this contract is to acquire contractor services to provide non-personnel Phase I Environmental Site Assessment(s)(ESA) services, over a five year period, and required reports within 30 days of a Task Order being placed. It may also include a Phase II process based on the results of the Phase I determination. Federal law [40 CFR 312] requires that federal agencies perform a Phase I ESA which provides for due diligence or all appropriate inquiry into the previous ownership and uses of a real property. This is an effort to identify potential liability and risk associated with environmental and public health considerations concerning a property or real estate transaction. A Phase I ESA addresses the potential for or actual release of hazardous substances, pollutants, or contaminates. It evaluates readily-available evidence to determine whether substances, pollutants, or contaminates may be located on or under the property surface, and attempts to determine if existing conditions may violate known, applicable environmental laws or regulations. The results of the inquiry are issued in the Phase I ESA report. The work to be performed under this contract will be at locations throughout the State of Utah and will be identified on each Task Order that is issued. Most of the work will be performed in the following counties: Utah, Salt Lake, Summit, Wasatch, Duchesne, Uintah and Juab; however, work may be assigned in any country within the State of Utah. A determination that includes substances, pollutants or contaminates of the property may result in a Phase II process for further testing and a separate task order may be issued. COMPETITION: Solicitation R15PS001782 is anticipated to be a total small business Set-Aside. The requirement shall be procured in accordance FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures as a 5 year Indefinite Delivery Indefinite Quantity Contract. NAICS AND SIZE STANDARD: The NAICS code for this project is 541620 with a small business size standard of $15 million. SOLICITATION RELEASE DATE: The release date for Solicitation No. R15PS01782 is anticipated to be the week of November 23, 2015. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination.
