- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract for both a Basic and Advanced Heating, Ventilating, and Air Conditioning (HVAC) Course of Instruction (COI) to train NSW personnel on theory and develop their field knowledge of maintaining and repairing various types of environmental control units. The contract will have one base year and three option years. The place of performance is Little Creek, VA. The tentative periods of performance for base year classes are as follows: HVAC Basic COI: 25 Jan 2016 - 29 Jan 2016 22 Aug 2016 - 26 Aug 2016 HVAC Advanced COI: 01 Feb 2016 - 05 Feb 2016 29 Aug 2016 - 02 Sep 2016 Option Year 1: 25 Jan 2017 - 24 Jan 2018, 3 Basic COI's and 3 Advanced COI's Option Year 2: 25 Jan 2018 - 24 Jan 2019, 3 Basic COI's and 3 Advanced COI's Option Year 3: 25 Jan 2019 - 24 Jan 2020, 3 Basic COI's and 3 Advanced COI's These supplies will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 611699 All Other Miscellaneous Schools and Instruction. The size standard is $11,000,000. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 27 November 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
