The FARM is a multiple award, competitive indefinite delivery, indefinite quantity (IDIQ) acquisition for mechanical, electrical, and controls for construction and / or design-build projects for military ground testing facilities. These projects include plant and infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation (RDT&E) mission at AEDC. The proposed performance period for the FARM acquisition is five years, including a base period and four 1-year option periods. This contract is a firm-fixed-price (FFP), IDIQ type and will include a wide variety of individual specific elements of design-build and / or construction work. During the contract period, the Government will identify design-build and / or construction tasks required to complete specific projects and the Contracting Officer (CO) will negotiate and issue individual task orders to the contractor to perform the projects. The Government intends to award a minimum of two with a target of four contracts. The minimum guaranteed order is $250,000 per awardee, which will be satisfied at time of award via issuance of a task order for an identified seed project. The maximum amount of any order is $15,000,000. The total estimated cost of the contract(s) is $400,000,000 for the base and all option periods. The anticipated issue date for the final RFP is on or about 28 January 2016 with the anticipated date for receipt of proposals on or about 15 March 2016. The Government plans to use the Federal Business Opportunities (FBO) website for disseminating the acquisition documents. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other announcements. A competition library is available at www.arnold.af.mil/farmlibrary. All contractors MUST be registered and active in the System for Award Management (SAM) in order to receive a contract award.
