Description
Draft Sign Language Interpreter Services PWS This is a FedBizOpps (FBO) Request for Information (RFI) for a tentative requirement for Sign Language Interpreter Services for the Bureau of Labor Statistics (BLS). As part of its market research, BLS is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing services as further described in the Draft Performance Work Statement (PWS). The Government may use the responses to this RFI for information and planning purposes. The Draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any Request for Quotation (RFQ) or Request for Proposal (RFP). This RFI uses the following NAICS Code: 541930 Translation and interpretation services. The anticipated period of performance includes a base year with four additional option years. However, this is subject to change and may be updated in any RFQ or RFP. All businesses may submit responses. This RFI is only for the purpose of identifying potential sources as part of BLS' market research. Neither a RFQ nor RFP exists. Responses to this RFI are not quotes or proposals for which BLS can issue any orders. This RFI is issued for information and planning purposes only and does not itself constitute a RFQ or RFP. The Government does not intend to award contracts or Blanket Purchase Agreements (BPAs) based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. BLS will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ or RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please submit your Capability Statement, no longer than ten (10) pages. Include any relevant information on your company, DUNS number, and brief descriptions of recent and relevant projects for tasks similar to those in the Draft PWS. Your company should be able to provide the services as broadly described in the Draft PWS. However if your company is unable to meet all the tasks, please describe how you would address the remaining tasks either through subcontracts or new hires. If your small business has a small business designation, i.e. 8(a), HUBZone, Service Disabled, etc. please make sure that information is displayed. The BLS believes that structuring the pricing with two sets of rates, Standard Hours and Short Notice Hours, is the optimal category mix for the services described in the PWS, as it would allow the BLS to achieve maximum savings (page 29 of the Draft PWS). However, your company may also recommend a different mix of rate categories that allows the BLS to further maximize savings, i.e. one flat rate, three separate rates, etc. Such a mix shall be supported by substantive reasons and the recommendation shall be included in the last part of the Capability Statement. BLS is not concerned at this point with the specific pricing information, rather, what interested parties believe is industry standard or best practice. Recommendation regarding the mix shall not exceed one (1) page and does not count toward the ten (10) page limit for the Capability Statement. Thus, the maximum length of the Capability Statement with recommendation on labor mix shall not exceed eleven (11) pages.
