Description

Pager Consolidation Services This Request for Information (RFI) is issued solely for information and planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract; there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider, you are responsible for adequately marking proprietary, restricted or competition sensitive information contained in your response, and all information received in response to this RFI that is marked as proprietary will be handled accordingly. The Government does not intend to pay for the information submitted in response to this RFI, you will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI, and responders are solely responsible for all expenses associated with responding to this RFI. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA) in developing its acquisition strategy and the associated Performance Work Statement. RFI OBJECTIVE The primary purpose of this RFI is to seek information and sources for pager devices and related pager services for VA Medical Centers, CBOCs, and field offices throughout the nation as described in the DRAFT Solicitation. Furthermore, this RFI serves to understand commercial pricing practices and gather other market information readily available. BACKGROUND/SCOPE The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), is to provide benefits and services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology systems to meet mission goals. The VA OI&T Telecommunications Business Office intends to consolidate pager services to centralize management and lower the total cost of ownership of telecommunications, particularly in monthly recurring charges. REQUIREMENTS Please see DRAFT Performance Work Statement and Pricing Attachment for detailed technical requirements. SUBMITTAL INFORMATION This is an RFI only. It is requested that all contractors interested in this effort please note their interest by providing a response (electronic submission) of no more than ten (10) pages total, single-spaced, 12 point font. Responses should include all of the following: A.A Company Profile of no more than one (1) page which includes but is not limited to: "Company Name "Point-of-contact name, phone number, and e-mail address "Address "Dunn & Bradstreet number "Company size and socioeconomic category "Applicable North American Industry Classification (NAICS) B.Any General Services Administration (GSA) Federal Supply Schedule (FSS) contracts or other Government-wide acquisition contracts (including NASA SEWP V and VA-specific vehicles) for which you are a prime contractor, contract numbers and relevant Special Item Numbers (SINs) and/or other Government contracts (if applicable). C.A Response Document to address the following questions: 1Does the PWS provide the adequate details to provide a Firm-Fixed Price proposal? If not please indicate which areas of the requirement are unclear. 2If a Firm-Fixed Price Contract is not favorable, indicate what type of contract would best meet these requirements, and why. 3Please see the Attachment A Performance Work Statement.docx; please indicate if your company can provide these services. If you have alternative or comparable services, please list and explain in your narrative indicating which item you are explaining. 4.Please see Attachment B Pricing.xlsx; please provide any commentary with regards to the conformance with commercial pricing practices. 5.Please indicate if your company will partner with other companies to provide full service coverage. Explain how you will do this. 6.If your firm intends to utilize a service provider as a subcontractor, please indicate if you can register the Department of Veterans affairs as the "customer of record" with the service provider so moves, adds, changes, and deletions can be accomplished through the service providers web-based portals. This is needed to mitigate privacy issues and provide for Telecommunications Service Priority 7.Please explain if audit trails are available to VA to ensure that pagers were sent, the times they were sent, and if they were received and what time they were received. Explain in detail other reports that can be obtained. 8.Please indicate if number portability is applicable to your pagers in the event of a non-incumbent award. 9.Please provide an example of the types of pagers and their functionalities you would suggest in a large enterprise devoted to medical care and the support of the Department of Defense in event of emergency situations such as local disasters or terrorist activities.
