- SOLICITATION CAN BE RETURNED VIA FAX OR EMAILED TO SHARON.WALKER@NOAA.GOV BY THE CLOSING DATE. This Request for Quote (RFQ) is to provide a subscription to a web service that shall provide email alerts and timely and searchable information about congressional news and schedules, in-depth information on the policy-making process - especially the federal budget and appropriations process, legislative tracking, a searchable Congressional Record, congressional member profiles, and a documents manager for this information. The Formulation and Congressional Analysis Division, under the Chief Financial Officer (CFO) in the National Oceanic and Atmospheric Administration's (NOAA) Office of Oceanic and Atmospheric Research (OAR), has a mission to further OAR's strong reputation for accurate, non-biased science on Capitol Hill and to other constituents while providing expert customer service to OAR's laboratories and programs through timely responses to queries, pro-active development of materials, and strategic leadership. The work of this division includes actions such as reviewing, analyzing, and tracking legislation, drafting testimony for hearings, and informing scientists and managers of congressional action. To complete this work, the division requires a web service that shall provide timely, accurate, and searchable information regarding congressional actions, legislation, and congressional members. This is a small business set aside. The NAICS code for this action is 519130. Size standard not to exceed 500 employees. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Acquisition Division (EAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The Government now requires all contractors submit their Certification and Representation SAM. The SAM website is the single source for vendor data for the Federal Government.
