- RESPONSE TO VENDOR QUESTIONS ON RFI 16-0013 Question 1 - Would your small business office and contracting chief consider working with an 8(a) to fulfill this procurement? Response: At this time, we are seeking all interested sources and upon receipt and review of the RFI responses, we will make a determination at that time as to whether the requirement will be set aside for a particular type of small business. Question 2 - Is there a current incumbent on this effort; if so, who is the vendor? Is this a staffing request; if so, which positions are needed, how many staff, and what are the associate hours required? Response: Yes, there is an incumbent vendor Dr. Luigi Cianci. We are seeking physician services to support three shifts (1st shift 7:00 AM - 3:30 PM, 2nd shift 3:00PM - 11:30 PM and 3rd shift 11:00 PM - 7:30 AM). Services are requested primarily during the first and second shifts (approximately 28 hours/week split between the two shifts with the remaining 4 hours for the third shift). The Philadelphia Mint is currently staffed twenty (24) hours a day, five (5) days a week Monday through Friday. Question 3 - Is the vendor required to provide scheduling, medical exam services, medical review services, data collection and reporting? Response: Yes. Question 4 - How many exams per exam type are expected for this effort? Response: There are approximately 450 employees at the Philadelphia location. The United States Mint estimates that approximately 85 pre-employment physicals and 15 Job Transfers are conducted annually with approximately 345 Hearing Conservation tests; 300 Vision tests; 75 Metal Working Fluids tests and 5 Respiratory Protection tests performed. However, the onsite nurse and EMT staff are the main administrators of these tests with the Physician providing backup support and review of the findings. Question 5 - What is the period of performance for this work? Response: We anticipate award in March 2016 for the base year with four one-year options. Question 6 - What is the contract type (FFP, T&M, etc.)? Response: The government anticipates award of a firm-fixed price contract. Question 7 - Is there an associated contract value? Response: Yes, we estimate the contract value to be between $1 and $ 2 million over the life of the contract. Question 8 - Please confirm that you are require three physicians, each of whom would work 32 hours per week. Response: No, we do not anticipate three physicians supporting this effort. It is anticipated to have one physician with a backup (as necessary to cover absences). Question 9 - Are you seeking responses only from physicians or will you accept responses from small businesses who have experience in providing occupational health services and occupational health physicians? Response: We are seeking responses from both single practice physicians and small companies. Question 10 - If you will accept responses from small businesses, are resumes required for physician candidates in this response? Response: Resumes are not required at this time but will be required when proposals are due.
