- The U.S Department of Energy (DOE) intends to award a sole source purchase order to Moore Companies Inc. to provide technical assistance and support for the 2016 National Environmental Justice Conference and Training Program, held in Washington D.C. March 9-12, 2016, in accordance with FAR 13.106-1(b)(1)(i), only one source reasonably available. The Moore Companies Inc. has demonstrated ability and expertise on the subject of environmental justice. This event is a focal point for DOE and the current Presidential Administration. Each year, this conference is viewed as a prime and sought after opportunity for networking, problem solving and training opportunity. The Washington, DC location provides a strategic setting for top representatives from Congress; Federal agencies; Tribal; State and local government; Academia; Public Institutions; Private Industry, and the Public to meet. DOE has determined it is in the interest of economy and efficiency to issue a purchase order to Moo re Companies, Inc. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this procurement with Moore Companies, Inc. then it should submit a capability statement and pricing information for the requirement by 9:00 a.m. EST on December 15, 2015 via email to Christine.Hopper@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
