Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The National Institute of Environmental Health Sciences (NIEHS), in support of the Division of the National Toxicology Program (DNTP), is conducting market research and is seeking information from commercial industry to assist only in requirements planning for the tasks and services listed herein. The purpose of this RFI is to identify qualified contractors and gather information about appropriate contracting mechanisms from interested parties who may meet the NIEHS/DNTP requirements. • This RFI is issued solely for information and planning purposes within the NIEHS to facilitate the decision making process - it does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ in the future, nor does it restrict the Government as to the ultimate acquisition approach. • This RFI does not commit the Government to contract for any equipment, commodities, and services whatsoever. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Further, NIEHS is not at this time seeking proposals/quotations and will not accept unsolicited proposals/quotations. • Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. • Not responding to this RFI does not preclude participation in any future RFQ/RFP issued. • If a solicitation is released, it may be synopsized on the Federal Business Opportunities (FedBizQpps) website or GSA eBuy electronic system. It is the sole responsibility of potential offerors to monitor these sites for additional information pertaining to this or future requirements. BACKGROUND The NTP is the principal component supporting the interagency National Toxicology Program (NTP). The NTP evaluates environmental substances of public health concern utilizing tools of modern toxicology and molecular biology. NIEHS/DNTP is a collaborating partner with the Environmental Protection Agency (EPA), the National Center for Advancing Translational Science (NCATS), and the Food and Drug Administration (FDA) in a cooperative research endeavor called Tox21. A shared focus of all participants is to develop high throughput (HTS) screening assays that identify "toxicity pathways" that contribute to a variety of disease conditions. HTS data generated at NCATS is accessible through PubChem [https://pubchem.ncbi.nlm.nih.gov] and the NTP Chemical Effects in Biological Systems (CEBS) [http://www.niehs.nih.gov/research/resources/databases/cebs/] databases. The EPA ToxCast [http://www.epa.gov/ncct/toxcast/] program has similar goals and is closely aligned with the Tox21 joint effort. EPA provides high and medium throughput data through the EPA iCSS Dashboard (http://actor.epa.gov/dashboard2/). The CEBS database and the EPA ACToR database (http://actor.epa.gov/) also contain data from animal toxicology studies. The NTP CEBS, the EPA iCSS Dashboard and the EPA ACToR websites provide some limited tools to facilitate access to, and use by interested parties, and new tools for this purpose are being developed and made publically available periodically. The Tox21 collaboration is interested in pursuing a contract with an organization that could provide a technical interface between the Tox21 data and parties both within and outside the Federal Government interested in accessing and using the information. The contractor would need to be familiar with and be able to provide instruction and services related not only to the actual databases and tools for data manipulation, but also able to provide guidance about the strengths and limitations of the information and suitability for its use in addressing particular research questions. The contractor would provide appropriate technical training and instruction and scientific advice to interested parties in accordance with policies and procedures established by the DNTP. REQUESTED INFORMATION As this is an RFI only, it is requested that companies provide indication of their respective ability to provide the scientific and technical expertise and support services necessary to meet the needs of NIEHS DNTP. Information submitted shall address the following: • A description of the scientific and technical expertise and support services to meet the requirements described above.Interested parties are requested to provide responses to this RFI by 10:00AM Eastern Time on October 21, 2015. All Questions pertaining to this RFI should be provided in writing and sent to Melissa Gentry, Supervisory Contract Specialist at gentry1@niehs.nih.gov with subject ‘DNTP Tox21' by December 9, 2015, 2:00 pm. Phone calls will not be accepted. Responses shall be limited to five (5) pages in total (pages shall be standard size 8.5 x 11 inches) and shall provide administrative information to include the following as a minimum: • Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. • Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code. Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. • To aid the Government, please segregate proprietary information. • Please be advised that all submissions become Government property and will not be returned. INDUSTRY DISCUSSIONS NIEHS will not meet or hold discussions with potential interested parties. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the requirements described herein. The information provided in the RFI is subject to change and is not binding on the Government. NIEHS has not made a commitment to procure any of the equipment, commodities, and services listed herein, and release of this RFI shall not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
