Description
Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price contract to Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505, to include procurement of upgraded kits and installation of the upgraded kits for the Nuclear Planning and Execution System (NPES) and workstations on the E-6B Mercury aircraft. This procurement is pursuant to the authority provided in 10 U.S.C.2304(c)(1), as implemented in the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Under the proposed contract, Rockwell will retrofit five (5) Low Rate Initial Production (LRIP) E-6B aircraft and five (5) Block I E-6B aircraft with the upgrade kits for NPES and Workstations. As Rockwell has been the sole developer for the E-6B Block I, they are the only company with the unique tooling, knowledge, experience and technical/configuration data acquired through the Block I contracts to produce the modification kits and perform integration. Award to any other source would cause unacceptable delays in fulfilling requirements and result in substantial duplication of cost to the Government that would not be expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 8 December 2015. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
