Description
Notice of Intent - FDA - McGraw-Hill Access Medicine Site License DATE: November 22, 2015 REQUISITION NUMBER: FDA-SOL-16-1158763 PLACE OF PERFORMANCE: Silver Spring, MD NAICS CODE: 511210 The U.S. Food and Drug Administration, Silver Spring, MD intends to award a sole source firm-fixed price contract for Access Medicine ( unlimited users) and Access Pharmacy (10) concurrent users to McGraw-Hill Global Education Holdings, LLC at 2 Penn Plaza, New York, NY, 10121-0101. There are no set-aside restrictions for this procurement, and date of delivery is anticipated to be 12/08/2015. McGraw-Hill Global Education Holdings, LLC offers a product with capabilities that are not available from any other vendor, and controls all propriety rights for this product: The Food and Drug Administration (FDA) Biosciences Library requires online access to Access Medicine, an online collection of medical McGraw-Hill reference works and resources. These are core reference works in clinical subject areas important to FDA reviewers and researchers. They are updated regularly to reflect the most recent advances medical research and provide Continuing Medical Education (CME) credits. The online version of these works will provide access agency wide and eliminate the need to purchase multiple print copies. Access Pharmacy is an online curricular resource for pharmacy education. It allows access to a select a core curriculum topic, browse by organ system, review textbooks, or search across over 20 pharmacy and medical online references. It includes functional calculators, lab test information, and an integrated drug database. Market research conducted (see Section 8) indicates that McGraw-Hill is the publisher, holds the copyright, or otherwise has exclusive access to the following pharmacological texts which the FDA Library considers essential. Institutional online full-text and graphics licenses for all texts are exclusively through Access Medicine or Access Pharmacy. Access Medicine: Harrison's Principles of Internal Medicine, Goodman & Gilman's The Pharmacological Basis of Therapeutics, Williams Obstetrics, Williams Gynecology, Adams & Victor's Principles of Neurology, Fitzpatrick's Dermatology in General Medicine, Basic & Clinical Pharmacology, Pocket Guide to Diagnostic Tests, Current Diagnosis & Treatment, Tintinalli's Emergency Medicine, Basic & Clinical Biostatistics, Ganong's Review of Medical Physiology, Medical Epidemiology, Lichtman's Atlas of Hematology, Hazzard's Geriatric Medicine and Gerontology, Williams Hematology, Fitzpatrick's Color Atlas, Vaughan & Asbury's General Ophthalmology, Gastrointestinal Physiology, Endocrine Physiology, Concise Pathology, Clinical Neuroanatomy, Greenspan's Basic and Clinical Endocrinology, CURRENT Diagnosis & Treatment: Psychiatry, CURRENT Diagnosis & Treatment: Cardiology, Clinical Anesthesiology, CURRENT Diagnosis & Treatment in Family Medicine, CURRENT Diagnosis & Treatment: Nephrology & Hypertension, Junqueira's Basic Histology, Jawetz, Melnick, & Adelberg's Medical Microbiology and CURRENT Diagnosis & Treatment: Emergency Medicine. Access Pharmacy: Casarett & Doull's Essentials of Toxicology, Goldfrank's Toxicologic Emergencies, Basic and Clinical Pharmacology, Applied Clinical Pharmacokinetics, Current Practice Guidelines in Primary Care, Harper's Illustrated Biochemistry, Medical Epidemiology, and Applied Biopharmaceutics and Pharmacokinetics. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested entities may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for proposal and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the stated supplies/equipment can provide supporting documents demonstrating their products capability and specifications statement. The FDA will review all responses received; however, the Government retains the sole discretion not to further compete the proposed acquisition based on responses to this notice.
