Description
The proposed contract is the follow-on effort from the current Phase III SBIR N63394-10-C-1200. This requirement provides for a multiple year contract to provide Fleet, Engineering and Logistics support for fielded RDPs. Additionally, it provides a vehicle for ongoing system integration of technology insertion initiatives to improve PDR performance and to mature innovative HRR antenna and receiver/transmitter technologies aimed at reducing total ownership costs and topside weight. Objectives are to Support the AN/SPS-74(V) Integrated Logistics Support (ILS) program to ensure that all hardware and software products are fully supported throughout their lifecycles to achieve the required AN/SPS-74(V) operational availability measures. Provide Fleet Support, to include in-factory engineering support, hardware and software maintenance, spares provisioning, fly-away technical support, and Ship Riders when required, to support and maintain all deployed AN/SPS-74(V) units. Perform Technology Refresh and Technology Insertion to continue to evolve, update, and improve the capability and performance of the AN/SPS-74(V) system, including adaptations for integration with new Radar sensors and installation on board new Navy Platforms including Cruiser and Destroyer Surface Combatants. The current Phase III contract, N63394-08-C-1287, was awarded on 30 September 2008 to develop a Periscope Detection Radar (PDR), for use on aircraft carriers. This effort utilizes the architecture developed in Phase I with the interfaces developed in Phase II. Periscope detection is a key operational requirement for aircraft carriers due to the risks inherent in operating in littoral waters and the carriers' vulnerability to submarine attack. Previous attempts to bring this capability into the fleet over the past 10 years have proved unaffordable. Under Small Business Innovation Research (SBIR) Phase III Contract N00014-06-C-0461 sponsored by PEO IWS, 3 Phoenix, Inc. (3Pi) (hereafter referred to as the Contractor) applied SBIR Topic N04-138, "Real-time Data Fusion and Visualization Interface for Environmental Research Data" technologies to develop the AN/SPS-74(V)1 RDP ADM. The RDP transports, synchronizes and processes data from the HRR radar at data rates of up to 10 Gbps to automatically detect and track submarine periscopes over significant ranges in highly cluttered sea environments. The RDP subsystem consists of a digital interface to the radar; a 10 Gbps data transport layer; an embedded digital logic and processing system; a robust general purpose processing suite for advanced adaptive signal processing and discrimination algorithms; and ruggedized operator displays. Under follow-on SBIR Phase III Contract N63394-08-C-1287, which completed 30 May 2011, the Contractor is provided engineering services to transition the RDP ADM to the Fleet and produce 3 additional RDP systems based upon the ADM design. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
