- THIS IS A NOTICE TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106-1(b)(1)(i), with Fisher Scientific Company LLC, a part of Thermo Fisher Scientific, Inc., 4500 Turnberry Drive, Hanover Park, IL, 60133-5491, as the only responsible source that can provide the required serum. This acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) intends to award a firm-fixed priced commercial contract for Gibco Fetal Bovine Serum (FBS) 10437-028. 10437-028 is currently being used in (GLP) regulated studies for Ebola Virus and Hantavirus. All of USAMRIID's cell culture research evolves into late stage drug development studies and the same reagents must be used throughout the regulated studies. As such, It is not possible to deviate from the use of Gibco FBS 10437-028 because assay methods have been validated with this particular reagent. Ongoing and planned FDA regulated studies, for these viruses at USAMRIID, specify the use of Gibco FBS 10437-028. The original batch of GIBCO FBS 10437-028 was procured under contract # W81XWH-15-P-0481 from Life Technologies, who has since been brought by Thermo Fisher Scientific, who is now the sole supplier of GIBCO FBS 10437-028. Specifically, the required Gibco FBS 10437-028 must meet the following specifications: Endotoxin level: ≤ 50 EU/ml (levels routinely ≤ 10 EU/ml) Sera for cell culture with robust cell line Hemoglobin level: ≤ 25 mg/dl Origin: Countries meeting USDA importation requirements ISO 13485 certified, processed in FDA registered facilities Labeled for in-vitro diagnostics (compliant with highest level of USP sterility testing) Triple filtered at 0.1 µm Peel-off sticker on label Packaged in 500 ml, sterile, plastic bottles Expiration dates must be no less than 3 years from time of shipment with the longest expiration date possible preferred. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a small business size standard of 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 5 days after the publication of this notice, the purchase will be awarded without further remark.
