- Department of Veterans Affairs Request for Information (RFI) VA Community Care Choice Program THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this Sources Sought / RFI is twofold: first, to determine the acquisition strategy regarding small business participation and vehicles and methods to acquire the services, and second, to obtain industry comments on the draft Performance Work Statement (PWS). Through this process, VA is requesting the capabilities and past performance of large and small business contractors interested in providing these services for VA. Interested small business contractors including Veteran-Owned, Service Disabled Veteran-Owned Small Businesses, Small Disadvantaged Business, Women-Owned, 8(a)'s, or HUBZones are encouraged to respond. Additionally, VA is requesting comments on the draft Performance Work Statement from both large and small businesses (comments from all sized firms are welcome). The Government requests that contractors respond to the specific questions provided in this request for information. Responses should "demonstrate" capability, not just "confirm" corporate capabilities. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in the RFI is subject to change and is not binding on the Government. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. PURPOSE This Request for Information (RFI) is for a solicitation being considered by the Department of Veterans Affairs (VA) to obtain services supporting the tasks identified in attached draft PWS. BACKGROUND The Department of Veterans Affairs (VA) is committed to providing Veterans access to timely, high-quality health care. In today's complex and changing health care environment, where VA is experiencing a steep increase in demand for care, it is essential for VA to partner with providers in communities across the country to meet the needs of Veterans. To be effective, these partnerships must be principle-based, streamlined, and easy to navigate for Veterans, community providers, and VA employees. Historically, VA has used numerous programs, each with their own unique set of requirements, to create these critical partnerships with community providers. This resulted in a complex and confusing landscape for Veterans and community providers, as well as the VA employees that serve and support them. Acknowledging these issues, VA is taking action as part of an enterprise-wide transformation called MyVA. More information on MyVA can be found at: http://www.va.gov/opa/myva/index.asp. MyVA will modernize VA's culture, processes, and capabilities to put the needs, expectations, and interests of Veterans and their families first. The VA Community Care Choice Program Implementation will consolidate the community care programs and business processes, consistent with Title IV of the Surface Transportation and Veterans Health Care Choice Improvement Act of 2015 (also known as the VA Budget and Choice Improvement Act) and recommendations set forth in the Independent Assessment of the Health Care Delivery Systems and Management Processes of the Department of Veterans Affairs (Independent Assessment Report) that was required by Section 201 of the Veterans Access, Choice, and Accountability Act of 2014 (The Choice Act). The VA Community Care Choice Program Implementation efforts for this contract will focus on Health Plan Operations planning and execution activities. VA anticipates improving the delivery of community care through incremental improvements as outlined in VA's Plan to Consolidate Programs of Department of Veterans Affairs to Improve Access to Care October 30, 2015 document by building on certain provisions of the Veterans Choice Program. VA Community Care Choice Program Implementation project has three phases and will be completed within 5 years. The VA Community Care Choice Program Implementation Project will be implemented through a system of systems approach. A system of systems approach involves the design, implementation, deployment, and integration of meta-systems that are themselves composed of complex systems, which are integrated to deliver the desired functionality and end-to-end user experience. Consistent with this approach, VA will begin by understanding the desired experience and required outcomes for Veterans, caregivers, VA staff, and community providers. VA will then examine all the components necessary to achieve the desired outcomes and understand how various component systems will integrate into the broader VA health care system and funding environment. INSTRUCTIONS FOR RESPONDING TO THIS RFI CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is ten (10) pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the VA Community Care Choice Program RFI and refer to the identifying number of VA119A-16-N-0056. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. A - GENERAL INFORMATION A1.Organization Name and the year in which the company was established/founded (please list any previous names used). A2.Company ownership (public, private, joint venture). A3.What NAICS code do you recommend for this procurement and why? What is your business size designation in accordance with SBA standards for the recommended NAICS code? A4.What is your socio economic designation, if applicable? A5.Identify any GSA schedules or other contract vehicles you hold that support this work as described in the draft PWS. A6.(Small Businesses Only) The Government anticipates this contract effort will require an estimated 50 contractor (SME) FTEs, to support the PWS requirements. Explain how your firm can meet the requirements of FAR 52.219-14, Limitations on Subcontracting for an effort of this scale. B - CAPABILITY AND EXPERIENCE INFORMATION B1.Describe how your past experience in commercial and Government healthcare and current capability as a prime contractor (within the last 2 years) has equipped you with the knowledge, skills and ability to support implementation of a health care delivery system for a large, complex regional (preferably national) health care network. Please provide the size of the organization transformed in terms of dollars (budget), whether it was Government or commercial, regional or national, number of people, and number of locations. Veteran Health Administration has the following characteristics: "Over of 300,000 employees "Over 152 VA Medical Centers and 1400 community based outpatient clinics, community living centers, Vet centers and domiciliaries geographically dispersed within the United States and its territories. B2.Describe your experience as a contractor (specify prime or sub, preferably prime) and current capability to support the implementation of a large complex enterprise wide health care system using a system of systems approach. Include any related VHA experience. B3.Provide examples of your company's experience implementing a human-centered design process for a large healthcare organization. What were the outcomes? B4.Describe your experience as a contractor (specify prime or sub) within the last 2 years with leading customer-centric organizational culture change in large, complex regional (preferably national) healthcare environment. Describe the process improvement steps that were implemented and describe the change management mechanisms that were used. Show how the change aligned to the vision and strategy of the organization. C - Draft PWS Comments and Feedback C1.Based on your review of the PWS and specific tasks, which tasks may be adequately performed as fixed price line items? What contract type do you recommend and why? C2.After reading the Government's Performance Work Statement and draft Report to Congress, are there any recommended changes/additions/clarifications required (please note page and paragraph)?
