Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Rolls-Royce Military Aero Engines, LTD, for a technical publication renewal subscription service for one Gulfstream IV Tay Engine Maintenance and Service bulletin Data on CD-ROM including Aeromanager Access for the Aircraft Operations Center (AOC) at MacDill AFB, FL. This service is for a base year and four 1-year option periods. Sole Source Justification Rolls-Royce Military Aero Engines, LTD, is the Original Equipment Manufacturer (OEM). The OEM is the only source for the technical publications. Rolls-Royce Military Aero, LTD, has managed the Tay engine maintenance services since the aircraft was delivered to the AOC in 1994. The CD-ROM provides an electronic version of all the maintenance manuals and is necessary for operations away from AOC home base at MacDill AFB, FL. It is a Federal Aviation Regulation Part 91 requirement to reference the most current aircraft manuals. Rolls-Royce Military Aero Engines, LTD, is the only contractor capable of providing technical publication services. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the subscription services may submit substantiating documentation in writing within ten days of this notice. Responses can be faxed to Shelley Smith at (757) 664-3633 or sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
