- 55 CONS/LGCZ, Offutt AFB, NE intends to award a 6-month sole source extension for the Integrated Tactical Warning/Attack Assessment (ITW/AA) Simulation Support contract under the authority of FAR 6-302.1. Only one responsible source and no other supplies or services will satisfy agency requirements. The 6-month effort does not include a transition for a new contractor to continue the effort and the requirement demonstrates a unique and innovative concept. The ITW/AA contract provides technical engineering support and exercise simulation generation support for the Modeling and Simulations Operations Branch (J751) of the Joint Exercise & Training Directorate (J7) of Headquarters United States Strategic Command (USSTRATCOM) and technical engineering support and exercise scenario generation support for the Modeling and Simulation Branch (J742) of the North American Aerospace Defense Command (NORAD) and US Northern Command (USNORTHCOM) J7. The contract generates dynamic ITW/AA simulations for the Joint Chiefs of Staff, USSTRATCOM, USPACOM, DISA, NORAD-USNORTHCOM, and other forward users to be used on the Processing and Display Sub-system Migration (PDS-M), the Missile Analysis Reporting System (MARS), the Force Survivability Analysis and Management (FSAM), Global Command and Control System (GCCS). In addition, it provides NORAD and USNORTHCOM/J7 with Correlation Center Emulator (CCE) and Missile Warning Training Suite (MWTS) software engineering, software and simulation enhancement, and command and control (C2) system virtualization and integration support. Technical requirements will not be completed by the end of the current period of performance on the ITW/AA contract on 31 March 2016. The 6-month extension allows for the extension of the ITW/AA contract to 30 September 2016 per FAR 6.302-1. The rationale for this request is to complete mission critical operation requirements. Therefore, the Government intends to extend, for 6 months, the current ITW/AA contract period of performance until 30 September 2016 to allow time for completion of current effort. This notice is neither a request for a competitive proposal or a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company can provide the ITW/AA services at full performance starting 1 Apr 2016, provide a capability package to the Contract Specialist by the response date, 10 Dec 15
