Description
NASA/KSC has a requirement for the storage of Liquid Hydrogen in close proximity to NASA Ground Systems Development and Operation (GSDO) Launch Complex 39, Pad B (LC-39B). The required Liquid Hydrogen storage will be restricted to United Launch Alliance (ULA). NASA requires between approximately 200,000 and approximately 500,000 gallons of Liquid Hydrogen (LH2) cryogenic fuel to support refilling the LC-39B LH2 storage sphere following the first and potentially the second launch attempts of the Space Launch System (SLS) vehicle in the event that those attempts prove to be unsuccessful. The quantity required must be available in the immediate area of Kennedy Space Center, in close proximity to LC-39B. This procurement is to acquire services to modify an existing storage location to allow transfer of LH2 from that storage vessel, and to acquire services to load LH2 purchased by NASA into that storage vessel, and to offload that LH2 from that storage vessel for transport to LC-39B. The LH2 purchased, loaded, and offloaded is to be purchased by NASA through an existing LH2 supply contract. Transport of the LH2 is to be provided by the LH2 supply contractor through previously executed contractual arrangement. ULA has an existing, active LH2 sphere of the same capacity as the spheres at LC-39A and LC-39B. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. EST on December 14, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
