- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to award a contract on a sole source basis to Applied Physical Sciences Corporation (APS) upon the basis of the authority provided at FAR 13.501(a)(1)(i). ERDC-CERL intends to purchase a Military Blast Noise Monitoring System for installation at McAlester Army Ammunition Plant (MCAAP). The system must have the following capabilities: • Data recorder to record records of blast noise events, including but not limited to time, direction, level • Multi-microphone array, preferably of tetrahedral design • Ability to transmit data via cellular modem, • Real-time signal processing software to estimate the noise source location and Onboard software to provide enhanced detection, localization, and classification of military noise signals • Mitigation of false positives generated by windborne noise. • Fixed mounting structure, to include a permanent Tower and/or movable tripod • Capable of monitoring a large area (i.e., greater than 1000 km2) • Ability to run continuously over long time-periods outdoors and in all weather conditions • Data documented and output from the system in a user-friendly format. • Ability to mitigate false positive events created by windborne noise. • Intended for long-term and permanent surveillance applications in remote locations with and without AC power. o 3 solar powered units, mounted on tripod structures are needed o 1 A/C powered unit, without a mounting structure is needed o One base station computer is needed • Detected events should be recorded locally but basic information such as bearing and amplitude should be sent wirelessly to a base station for real time display. • A web environment GUI should be used to view data and be secure from unauthorized viewing over the internet. • Displayed parameters should include, but not be limited to peak level, sound exposure level (SEL), time, location, classified output, direction of arrival (DOA), filename, and easily distinguished between monitor sites. • Data should be exportable in numerous common formats such as MATLAB, ASCII, or Flexpro, and NOT in a proprietary format that cannot be easily converted. • Automated emails should notify the users of system problems (low batteries, if a sensor goes offline, or when a user-defined number of high amplitude events are detected etc.) Applied Physical Sciences Corporation (APS) has been identified as the only acceptable source for this requirement. MCAAP relies on aging noise monitoring equipment to fulfill an Army requirement to monitor military blast noise levels emanating from its installation. The ERDC's RAPID Military Noise Environments program relies on noise data from a number of installations across the country. This data collection is accomplished with BAMAS noise monitors manufactured by APS and owned by the Government. Since ERDC-CERL currently collects noise data using BAMAS noise monitors, in order to keep all future data collected in the same format and simplify the analysis process and keep the expenses associated with that analysis to a minimum, we intend to purchase the noise monitoring system and a base station computer configured to work with the BAMAS noise monitors from APS. No other manufacturer can fulfill these requirements and no third party resellers exist for this technology. Use of another vendor would mean the system would be incompatible with the other noise monitoring systems currently in use by the organization which would require an unacceptable amount of additional labor and expenses for analysis. The associated North American Industry Classification System (NAICS) code is 334419, which has a size standard of 750 employees. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
