- REQUEST FOR INFORMATION VA119A-16-N-0045 Department of Veterans Affairs (VA) Office of Small &Disadvantaged Business Utilization (OSDBU) Center for Verification and Evaluation (CVE) Verification Transformation Support Procurement (VTSP) 1.0Description 1.1 The Department of Veterans Affairs, Strategic Acquisition Center, Frederick (SAC-F) in support of OSDBU - CVE is seeking information on how an interested contractor could efficiently and effectively perform the tasks associated with the draft Performance Work Statement, here enclosed. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the VA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0Background CVE provides numerous services for Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that seek to open or expand a business. The VetBiz VOSB Verification Program verifies Veteran status and examines ownership and control records to validate businesses' eligibility to participate in the Department of Veterans Affairs unique buying authority established by Public Law (PL) 109-461, Sections 502 and 503 and PL 111-275 Section 104. Requested Information 3.0 Responses 3.1 Interested parties shall respond to this RFI by completing the questionnaire included in this RFI. 3.2 Responses are due no later than Tuesday, DEC 15, 2015, 3:00 P.M. EST. Responses shall be limited to 10 pages submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size and submitted via e-mail only to the Contracting Officer Thomas Brick at thomas.brick@va.gov, Contract Specialist Wanda Y. Edwards at wanda.edwards@va.gov and Contract Specialist LeAnna Stith at leanna.stith@va.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. In Section 1 of the questionnaire please provide administrative information, to include the following: Name of Company, Mailing Address, Phone Number, Fax Number, e-mail address of designated point of contact and Business Size (with regard to the applicable NAICS code) 3.3. Business Size (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541611 - Administrative Management and General Management Consulting Services. "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on government contracts, and qualified as a small business under the criteria and size standards in 13 CFR Part 121. Any concern, firm, person, corporation, partnership, cooperative, or other business enterprise which, under 15 U.S.C. 637(b)(6) and the rules and regulations of the Small Business Administration in Part 121 of Title 13 of the Code of Regulations, is determined to be a small business concern for the purpose of Government contracting. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $15 million dollars in annual receipts. How to calculate average annual receipts and average employment of a firm can be found in the Code of Federal Regulations (CFR) at 13 CFR § 121.104 and 13 CFR § 121.106, respectively. Responders are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. 5.0 Industry Discussions VA representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer and Contract Specialist email address. Verbal questions will NOT be accepted. Questions will be answered via email directly to the party asking the question. The VA does not guarantee that questions received after the closing date of this RFI will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Verification Transformation Support Services. The information provided in the RFI is subject to change and is not binding on the Government. The VA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. ?
