- THIS IS A SOURCES SOUGHT NOTICE and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential design-bid-build construction solicitation for the FY14 PN 059779 Pier Replacement, Kwajalein Island, U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: This project will consist of repairing and modernizing an existing pier, and constructing two new general purpose storage facilities and installation of infrastructure and utility systems. Pier work will include encapsulating a portion of the pier and filling the area, installing new piling, and installation of new decking. Work includes splash zone areas, repairs to existing berths, installation of new anchor rods, repair to pile caps, provide marine fenders, bollards and chocks, Antiterrorism/Force Protection measures, Energy Monitoring and Control Systems (EMCS) connections, and building information systems. Work also includes demolishing an existing general purpose storage facility. Supporting facilities includes utility systems supporting the pier (electric, potable water, non-potable water, fire water, sanitary sewer service, lighting, and communications) to include installation of new utility connections appropriate to each berthing location. Magnitude is $40M to $60M. Interested PRIME CONTRACTORS should submit the following: a. Narrative demonstrating design-bid-build experience in repairing existing piers with the following criteria: 1. Contract was performed in a remote location similar to U.S. Army Kwajalein Atoll with a highly corrosive, hot, humid, and salt laden environment. 2. Substantially complete within the past eight years. 3. Contract value at the time of award was between $10 million to $60 million. b. Bonding capability for a single contract action and aggregate of the interested prime contractor. c. DUNS/CAGE CODE, Expiration date in SAM.GOV. d. Indicate whether your firm is a large business or small business and indicate applicable socio-economic category of FAR PART 19. Narratives shall be no longer than two (2) pages. Email responses are required. Responses are to be sent via email to dayna.n.matsumura@usace.army.mil and jennifer.i.ko@usace.army.mil no later than December 18, 2016, 2:00 p.m. Hawaiian standard time. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
