- Description
- The Helicopter Maintenance Services consist of maintaining mission capable (in serviceable condition, safely operable, and properly configured to meet mission requirements) UH-1N helicopters to support safe operations, exercises, and Search and Rescue Support, off-station aircraft recovery, Aircrew Flight Equipment (formerly Life Support), and weapons system maintenance requirements twenty-four hours a day, seven days a week (24/7) at three state-side Air Force Bases; and one OCONUS location at Yokota AB, Japan. The Specialized Contracting Division at Barksdale Air Force Base, Louisiana intends to solicit competitive proposals to provide non-personal Helicopter Maintenance Services at four locations: three state-side Air Force Bases and one location overseas at Yokota AB, Japan. The contractor shall be responsible for Helicopter Maintenance Services for Headquarters Air Force Global Strike Command (HQ AFGSC) and the Pacific Command (PACAF) at the following locations for UH-1N model helicopters: Malmstrom AFB, MT - 8 each; Minot AFB, ND - 8 each; F.E. Warren AFB, WY - 9 each; and Yokota AB, Japan - 4 each A Firm-Fixed Price contract vehicle with both Firm-Fixed-Price Contract Line Items Numbers (CLINs) and Cost Reimbursement CLINS (travel) is contemplated. The applicable North American Industrial Classification System (NAICS) Code is 488190 ( Other Support Activities for Air Transportation) with a $32M small business size standard. Multiple awards are not anticipated. Planned contract performance is as follows: Transition 01 Sep 16 - 30 Sep 16; Base Period 01 Oct 16 - 31 July 17; Option Period I 01 Aug 17 - 31 July 18; Option Period II 01 Aug 18 - 31 July 19; Option Period III 01 Aug 19 - 31 July 20; Option Period IV 01 Aug 20 - 31 July 21. Release of the RFP is anticipated within the next 60 days, with proposals due 45 days after release. Information concerning this solicitation has been incrementally released and posted to Federal Business Opportunities (FedBizOpps) http://www.fedbizopps.gov/. A Pre-Proposal Conference and a Site Visit will be conducted in January 2016. All responsible sources may submit an offer which will be considered by HQ AFGSC and HQ PACAF however, due to the security requirements, foreign contactor participation is not permitted. IAW 10.002(d) (2), the Government does not intend to use Part 12 for this acquisition. The following AFFARS Mandatory Procedure will be utilized: AVAILABILITY OF FUNDS (IAW AFFARS MP5332.7 Contract Funding: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
