- This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. THIS IS NOT A REQUEST FOR QUOTE or PROPOSAL. Responses to this announcement are not considered quotes or offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. The Mission Installation Contracting Command at Joint Base Lewis Mc Cord intends to solicit a contract for a Catholic Parish and Religious Education Coordinator. The primary type of work will be Catholic Youth ministry services under NorthAmerican Industry Classification System (NAICS) Code 561110. The smallbusiness size standard for this NAICS is $7.5 million average annual revenuefor the last three fiscal years. Contactor Qualifications: Must have at least Bachelor's Degree from an accredited university and four years of work experience (paid or volunteer) as a Sunday School Superintendent, Director of Religious Education, Christian School teacher or related field. A Master Degree is preferred in the area of Pastoral Leadership and/or Religious Education. Tasks and Duties: This is considered as a Part Time job with approximate 80 to 100 hours per month on weekdays and weekends. The Contractor shall organize and facilitate Catholic Community social and special events. The Contractor shall maintain confidentiality in all areas of Privileged Communication and the Military Rules of Evidence. The Contractor shall ensure all facilities and equipment used are properly secured upon their departure at the end of a program/event when a Chaplain or Chaplain assistant is not present for duty. The Contractor shall perform the following Religious Education Coordinator Services for the JBLM RSO: Religious Education Classes; Vacation Bible School Classes; Volunteer Recruiting, Training, and Planning; and meet with the JBLM RSO Director of Religious Education (DRE). Contractor shall coordinate preparation and delivery of religious education classes and programs by volunteer teachers for children, youth, and adults as an adjunct to the weekly worship services consistent with catechetical guidelines. Classes will be offered for learning-impaired and special needs children. Catholic religious education classes are sometimes referred to as "Confraternity of Christian Doctrine (CCD). Contractor shall attend a monthly meeting with the COR to review the Contractor's execution plan for this contract, to discuss any issues, and to resolve any problems. Contractor shall be active in System Award Management process and provide the proper Cage Code or DUNS number associated to their business. Applicants shall undergo a background check similar to that required of a childcare provider for U.S. Army Child Care Centers. The contractor shall be fully qualified to perform the required services without any supervision or direction by government personnel. Responses shall be in writing and include complete contact information and a full description of experience and capability to meet the anticipated requirements. Feedback on this requirement is encouraged. Interested respondents should submit a brief capabilities statement package (No more than 5 pages in length) clearly demonstrating the ability to perform the services listed.
