- THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 36.213-2 PRESOLICITATION NOTICES. This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to a binding contract. Further, the Government is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Presolicitation Notice Objective: The purpose of this Presolicition Notice is to give contractors an opportunity to visit the Cold Ponds Restoration project site before inclement weather prohibits access. The Government plans to post the solicitation package and may make an award. No formal site visit is scheduled for this project. Access to the lower portion of the project site is anticipated to be available through winter pending weather and snowfall totals, however, access to the decommissioning of NFSR # 9511 may only be available through November. The project is located on the Swan Lake Ranger District of the Flathead National Forest, Missoula County, Montana. It can be reached from Condon, MT by taking the Cold Creek Road (NFSR# 903) west approximately 2 miles to NFSR # 91099 and walking to the project site. The site can also be accessed via NFSR #'s 9785 and 9785A. There is also a section of road decommissioning located approximately 4 miles up the Jim Lakes Road (NFSR # 9568). See attached maps for more details. This project involves decommissioning 1.5 miles of road and removing 2 stream aligned culverts, constructing 5 check dams on an artificial channel to restore natural water characteristics, removing an old earthen structure (350CY), utilizing the fill material to fill in portions of the artificial channel, removing a culvert, and constructing a permeable fill with shot rock and geo-fabric on an 100 ft. fill section of road to allow water to flow through. The work includes, but is not limited to, mobilizing equipment and all other incidental items necessary to complete the project in accordance with the plans and specifications. This procurement is being set-aside 100% for small business. Contractor shall furnish all labor, materials, equipment, supplies (other than for those listed as Government-furnished items) and supervision necessary to complete the work according to the contract. The North American Industry Classification System Code (NAICS) is 237310 highway, street and bridge construction and the small business size standard is $36.5 million, set-aside 100% for small business. As stated above, funds are not currently available for this project and by placing a notice in Federal Business Opportunities; it does not commit the Government in making an award on this project. It is estimated the solicitation package will be available approximately on January 28, 2016 and should be downloaded from this website at that time. No hard copies will be mailed out. Please check the website for amendments issued on this project. The work is estimated to begin April 11, 2016 and completed by August 31, 2016 which is approximately 142 calendar days.
