Description: COMBINED SYNOPSIS / SOLICITATION VA246-16-Q-0176 Replace Water Softening System for Salem VA Medical Center This is a combined synopsis/solicitation, written under the authority of FAR part 13.5, for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation will not be issued. Quotes shall reference VA246-16-Q-0176. This Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The Network Contracting Office 6 - SAO East intends to award a firm-fixed-price contract for the delivery and installation of a replacement water softening system at the Salem VA Medical Center in Salem, VA. The requirement includes providing all labor, materials, and equipment, removal of the existing water softening system and installation of a new system that meets the salient characteristics included with this solicitation. This procurement is being conducted under FAR Part 13.5 simplified acquisition procedures for certain commercial items and FAR Part 12.603 for Streamlined Solicitation of Commercial Items. Project completion is estimated at 30 days after notice to proceed. The North American Industrial Classification System (NAICS) code for this procurement is 333318 with a small business size standard of 1,000 employees. This procurement is 100% set-aside for small businesses. All offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. Any amendments to this RFQ will ONLY be available on the Federal Business Opportunities website (www.fbo.gov). DUE DATE: The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price technically acceptable. Quotes are due by 04:30 PM Eastern Standard time on 16 December 2015. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via e-mail to daniel.spaulding@va.gov. SITE VISIT: A site visit will be held on Wednesday, 9 December 15, 10:00AM EST.
