- Sources Sought/Request for Information-FY16 Miscellaneous Repairs. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all 8(a) firms interested in participating to compete and perform a fixed price construction contract. The Government will not pay for any information provided as a result of this market survey. The U.S. Army Corps of Engineers, Memphis District is planning to solicit/award a contract to an experienced 8(a) firm capable of performing a wide range of construction projects. Contractors would be required to furnish all plant, labor, materials, and equipment for performing miscellaneous repairs in multiple locations within the boundaries of the Memphis District. Individual task orders will be issued designating the locations and types of work that will be performed. Each task order will specify the amount of time allowed for completion of the work. The work will consist of repairs to levee slides, repair/ armor steambank failures, removing / replacing culverts, re-surfacing roads on levees, etc. The Government is requesting all interested, capable, qualified and responsive 8(a) contractors to furnish the following information to this sources sought: (1) Company name, SBA Office & graduation date, address, point of contact, telephone number, and e-mail address; (2) State your firm's bonding capacity as of the date of your response. (3) Will consolidating Miscellaneous Repairs into a Single Award Task Order Contract (SATOC) for a base year with four option years impact your ability to compete for this requirement? (4) What negative impacts, if any, will your firm experienced as a result of the consolidations of specific requirements? (5) Will consolidating this requirement impact your ability to participate in this type requirement within the Mississippi Valley Division? (6) Would you be willing to participate in a future acquisition for Miscellaneous Repairs under a Multiple Award Task Order Contract (MATOC) scenario? All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. (7) Provide no more than five (5) references, of the most recent and relevant contracts, performed within the last ten (10) years of work same/ similar in nature of which 3 of these 5 must involve miscellaneous repairs. Include name, address, telephone number, and e-mail address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. Submission of information should be limited to not more than five (5) pages. **All 8(a) contractors need to confirm that NAICS Code 237990 is in your SBA portfolio. Provide affirmation that you can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this requirement is $36.5 million. The total estimated value of this project will be a ceiling value Not to Exceed (NTE) $10,000,000 for the base and four option years. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
