- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the August 3, 2015 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-83. The NAICS code for this solicitation is 541990: All Other Professional, Scientific, and Technical Services with a business size standard of $14 Million. This announcement constitutes the formal Request for Proposal (RFQ) and NO additional written solicitation will be issued. It is anticipated that ONE AWARD will be made from this solicitation. OBJECTIVE: It is the intent of the National Library of Medicine (NLM) to procure an Environmental Health Information Partnership (EnHIP) Chairperson to provide management and development of EnHIP and other related initiatives involving minority serving educational institutions per attached statement of work. PERIOD OF PERFORMANCE: The National Library of Medicine anticipated the period of performance shall be for one year from date of award (approximately January 1, 2016), with two successive one-year option periods. SELECTION OF CONTRATOR: (a) The acceptability of the technical portion of each quotation will be evaluated by a technical review committee or a member of the Government's technical staff. Each quotation will be evaluated in strict conformity with the evaluation criteria in the RFQ utilizing point scores and written critiques. The offeror may be requested to submit clarifying information. (b) The business portion of each quotation will be subjected to a cost/price analysis (as appropriate), management analysis, etc. (c) If award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their quotations (e.g. the relevance of an offeror's past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor or clerical errors.) (d) Best-Value Analysis. A final best-value analysis will be performed taking into consideration the results of the technical evaluation, cost analysis (as appropriate), and ability to complete the work within the Government's required schedule. The Government reserves the right to make an award to the best advantage of the Government, technical merit, cost, and other factors considered. (e) The NLM reserves the right to make a single award or no award at all as a result of this RFQ. In addition, the RFQ may be amended or canceled as necessary to meet NLM's requirements. MANDATORY AND TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration; however, cost is also important to the overall award decision. All evaluation factors other than cost, when combined, are significantly more important than cost. The Government can make tradeoffs among cost and technical factors in determining which offeror provides the best value by awarding to other than the lowest cost offeror or other than the highest technically rated offeror. Award will be made to that offeror whose quote provides the best overall value to the Government. The Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance: A. Qualifications and experience of proposed personnel Hold a leadership position (Campus president, department chair, etc.) in an EnHIP member institution with expertise in public health, toxicology, environmental health or other related sciences. Expertise is developed through employment or education such as advanced degrees in one of the subjects, serving in the public health workforce, university faculty member, etc. (Total possible points: 40) B. Understanding of the requirements and adequacy of the technical approach Experience in working with Historically Black Colleges and Universities (HBCUs), organizations of HBCUs, tribal colleges and other minority serving educational institutions. Experience developed through working at such an institution, serving on boards of such institutions, working with or on boards of academic, minority serving, health related organizations, or working in community outreach with such an academic institution. (Total possible points: 40) C. Past Performance and Corporate Experience Experience with the role of the National Library of Medicine and electronic environmental health information resources and services in improving the public's health. The consultant should have experience with the use of electronic health information resources in the areas of environmental health, toxicology, pharmacy, chemistry, or other health sciences. Responses must be submitted electronically via one.pdf document (including pricing information) and must be received in the eCPS system no later than 3:00 p.m. (Local Prevailing Time) on Monday, December 14, 2015.
