(d) Best-Value Analysis. A final best-value analysis will be performed taking into consideration the results of the technical evaluation, cost analysis (as appropriate), and ability to complete the work within the Government's required schedule. The Government reserves the right to make an award to the best advantage of the Government, technical merit, cost, and other factors considered. (e) The NLM reserves the right to make a single award or no award at all as a result of this RFQ. In addition, the RFQ may be amended or canceled as necessary to meet NLM's requirements. MANDATORY AND TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration; however, cost is also important to the overall award decision.
