THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF CATALOGS, PRODUCT INFORMATIOM, PRICING, QUALITY ASSURANCE PLAN, PERFORMANCE WORK STATEMENT, AND OTHER PERTINENT INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR Subpart 15.201 -- Exchanges With Industry Before Receipt of Proposals. THIS INFORMATION WILL ONLY BE USED FOR PLANNING PURPOSES AND SHALL NOT BE USED AS AN EVALUATION AGAINST ANY POTENTIAL OFFEROR SHOULD A SOLICITATION ARISE FROM THIS RFI. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly with the utmost confidentiality and integrity. In accordance with FAR Subpart 15.201 -- Exchanges With Industry Before Receipt of Proposals responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources, size classification (small business, service disabled veteran-own small business (SDVOSB), HUBZONE, 8(a), etc ¦), current industry standards and current industry pricing. NAICS 339112 - Surgical and medical instrument manufacturing, size standard of 500 employees is applicable to this RFI. Responses to this RFI will be used by the Government to make appropriate acquisition decisions. After review of the response(s) to this sources sought synopsis, a solicitation announcement may be published to the Government Point of Entry, www.FBO.gov. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement; offeror(s) are required to respond to the solicitation, if any, in order to be considered for award. Background: The Veteran Affairs (VA) Network 22 - Desert Pacific Healthcare Network (VISN 22) is one of 21 Healthcare Networks operated by the Department of Veteran Affairs (VA or Government). VISN 22 is comprised of 5 individual healthcare systems to include 32 Community Based Outpatient Clinics (CBOC). The area of responsibility spans 2 states, California and Nevada with an estimated size area of 104,200 square miles. The total population of veterans within the VISN 22 is estimated at 1.7 million men and women of diverse backgrounds and ethnicity. The Government is seeking source(s) to provide a turn-key solution for the direct delivery of medical and surgical supplies to veterans' homes. The contractor will be responsible to provide, but limited to following: 1.Large and diverse catalog of medical and surgical supplies. 2.Large distribution centers and operations centers to maintain, warehouse, process, and ship medical and surgical supplies 3.Ability to maintain large inventory and proper stock levels of medical and surgical supplies. 4.Ability to process and fulfill 2,000 to 3,000 orders a month. 5.Medical and surgical products shall be compliant with the Trade Agreements Act (TAA). 6.Secure online ordering platform, i.e. website. This is mandatory for contract performance. 7.Courier services to provide 1-2 day shipping. 8.Ability to mask packages to protect patient related information. 9.Create and provide custom reports as required by the Government 10.Established return policy. 11.Established product recall policy due to safety alerts, manufacturer recall etc ¦ A draft statement of work, spreadsheet of order history, and a spreadsheet of products purchased in 2014 are provided for industry partners to view, make comments, suggestions, and any other guidance to conform current industry standards. The Government highly encourages all interested party to provide information such as the following: 1.Review the attached performance work statement and submit suggestions, comments, and/or corrections that can assist the Government and its planning. If you have a performance work statement that is similar in nature to this requirement, please provide if possible and redact as necessary. 2.Catalog of products available. 3.Website. 4.Brochure and other informational literature. 5.Distribution channels. 6.Any new innovative approach in performing this type of requirement. 7.Best practices. 8.Pricing data (if possible). 9.Quality Assurance Plan. 10.Any new laws, regulations and/or any guidance that may be required to be adhere too 11.If you have current contract with a VA Hospital or Federal/State Agencies similar to this requirement; please provide information such as current contact number, point of contact, and other pertinent information that may assist the Government. If you are interested and are capable of providing the required services please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: 1.Is your business considered to be 1 or more of the following socio-economic group: a.If small, does your company qualify as a small, emerging business, or small disadvantaged business; b.If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a) of the Small Business Act; c.Is your firm a certified "Hubzone" firm; d.Is your company a woman-owned or operated business; e.Is your company a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business; 2.Your capabilities in regards to the services being researched. Capabilities must show the ability to meet all aspects of the requirements. 3.State to whether you are the manufacturer of the products or a distributor. Based on the current market research and the Government's knowledge of the market place, the Government intends to conduct a full and open competition with no set asides. Combined with the Small Business Administration's (SBA) Non-Manufacturer Rule (NMR), it is believed that no small business is able to meet the NMR policy. As such, this RFI will assist in making the final determination in regards to the type of set aside, if any, for this acquisition.
