- (1) Action Code : Destruction of Sensitive Material/Waste - SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Destruction of Sensitive Waste (Witness Burn) C.1.0 Description: The contractor shall destroy by incineration sensitive waste for the US Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), Adelphi Laboratory Center (ALC), US Army Research, Development & Engineering Command (RDECOM) and US Army Communications-Electronics Research, Development & Engineering Center (CERDEC). This waste includes technical reports, documents, diskettes, papers, transparencies, videotapes, and other similar items that may be classified in the interest of national security, or may contain unclassified information subject to release restrictions in accordance with law or Government regulation. C.2.0 Requirements: The contractor shall destroy the waste by incineration at the contractor's facility. The contractor shall use its own equipment to destroy the waste. The ARL Intelligence and Security Office will ensure that the equipment meets the Army's specifications - Located at the Official Department of the Army Administrative Publications- Publication No. AR 380-5, Declassification, Regrading and Destruction, Chapter 3, page 15 for destruction before contract award and after any major changes, upgrades, or modification of the equipment or facility. C.2.1 The ARL Intelligence and Intelligence and Security Office will arrange a date and time with the contractor for waste destruction. The Intelligence and Security Office will use the contractor's facility approximately six (6) to eight (8) times at a minimum and will destroy approximately 10,000 pounds of waste each time. The actual amount of waste may be less but should not exceed the 10,000 pounds per visit. C.2.2 Government personnel will package the waste in sealed cardboard boxes and burn boxes and deliver the waste to the contractor. The contractor shall weigh ARL trucks before and after destruction of waste to calculate accurate fees for waste destruction. C.2.3 Government personnel will enter the contractor's facility under the contractor's supervision and will comply with the contractor's safety procedures. ARL-APG and ALC personnel will offload the waste into the contractor's equipment for disposal into the contractor's incinerators. C.2.4 A representative of the ARL Intelligence and Security Office will accompany the waste to the contractor's facility and witness the destruction of the materials. The Intelligence and Security Office representative will be responsible for safeguarding the waste at all times during the destruction process. The contractor shall not open any boxes, and shall destroy all items at the time of delivery. The Intelligence and Security Office representative will ensure that all waste is destroyed. C.2.5 The ARL Intelligence and Security Office representative will sign an agreement with the contractor that to the best knowledge of ARL the waste will not include any hazardous waste, infectious waste, or radioactive waste. The contractor may request that the Intelligence and Security Office representative conduct a random test of any material that ARL-APG/ALC delivers to the contractor for destruction. Due to the sensitivity of the waste, the Intelligence and Security Office representative will conduct the test without allowing the contractor any access to the contents of the cardboard boxes and burn bags. Contractor will be present but will not be allowed access to the material. IAW AR 380-67, Chapter 2 Standards for Access to Classified Information or Assignment C.2.6 The contractor shall provide the ARL Intelligence and Security Office representative an invoice after the waste is destroyed. This invoice will list the net weight of the waste the contractor destroyed, and show the fees the contractor charges for its services, which will be an approved rate reflected in the contract. The Intelligence and Security Office representative will verify that the waste is not hazardous or infectious and certify the destruction of the material by signing the invoice. The contractor shall provide one copy of the signed invoice to the Intelligence and Security Office representative of ARL's records and payment. C.2.7 Period of Performance: This contract will be for one (1) base year with two 2) one-year option periods, starting on 1 January 2016 - 31 December 2016; Option Year 1: 01 January 2017 - 31 December 2017; Option Year 2: 01 January 2018 - 31 December 2018; C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $38.5 million standard that accompanies NAICS code 562213. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought synopsis are due no later than 1159 AM 16 December 2015 eastern standard time.
