Description
Attachment A Draft Potential Labor Categories THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of performing the requirements necessary to complete the work described in this notice. The Government is especially interested in responses from SBA-certified Historically Underutilized Business Zone Program (HUBZone) businesses and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are capable of performing the work described within this notice. This notice is for informational purposes only. It is not a request for proposals, and it does not obligate the government in any way. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. ----------------------------------------------------------------------------- NOAA/National Environmental Satellite, Data, and Information Service (NESDIS), has a requirement for Administrative, Technical, and Non-Scientific Support Services. This non-inherently governmental support area includes day-to-day assistance to management and supporting personnel. See Attachment A for a list and description of potential desired labor categories. Tasks will be primarily performed at NOAA/NESDIS facilities in the Washington DC metropolitan area (Silver Spring, MD, Suitland, MD, and College Park, MD). However, other support may be required at NOAA Regional sites located within the 48 contiguous states with an emphasis on Boulder, CO, and Asheville, NC. The specific place of performance location information will be provided in each individual task order. The term of the IDIQ Contract is anticipated to be a one year Base Period from date of award, with three (3) one (1) year option periods. Each task order will have its own completion date established at time of award. All contract work will be issued through individual firm-fixed price, labor-hours, or time-and-materials task orders awarded for corresponding projects. Each task order will be priced individually and will include its own Service Contract Act wage determination. ----------------------------------------------------------------------------- The Government is considering a 100% HUBZone set-aside or 100% SDVOSB set-aside. The NAICS code for this procurement is 541611, "Administrative Management and General Management Consulting Services" with a Small Business Size Standard of $15 million. An active registration in System for Award Management (SAM) is required. Registration is available at www.sam.gov. ----------------------------------------------------------------------------- The information obtained through this notice will be utilized exclusively as market research for acquisition planning purposes for the future solicitation of an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The following information is requested from this Sources Sought Notification. Responses should be no more than two (2) pages: 1.Firm's name, addresses, point of contact, phone number, and e-mail address; 2.Firm's DUNS number; 3.Firm's interest in providing a proposal on a pending solicitation, once issued; 4.Firm's capability to perform a contract of potentially up to $10,000,000 over 4 years; 5.Firm's previous work experience that is similar to that described above (similar is defined by the duration, scale, and anticipated labor categories); 6.Firm's small business category as related to NAICS code 541611; and 7.Any other pertinent company documentation. Responses to this notice must be made via e-mail to Contract Specialist (contractor), Galeeb Kachra at galeeb.kachra@noaa.gov. Responses may be submitted as attachments, or contained in the body of the e-mail, and must be clearly marked "SOURCES SOUGHT RESPONSE - NESDIS Support Services IDIQ" in the subject line. The deadline to respond is December 17, 2015, at 4:00 pm (PST). Responses received after the deadline, or without the required information will not be considered. As a reminder, this is a Sources Sought Notice only, evaluation letters will not be issued to any respondent, nor will the Government pay for any costs incurred for responses submitted. Any future solicitation documents will be posted electronically through www.fbo.gov. Interested firms are encouraged to register via www.fbo.gov to receive a copy of the solicitation when issued.
