AONS Draft PWS SOURCES SOUGHT PLANNING, ANALYTICAL, OPERATION AND TECHNICAL SERVICES FOR HQDA CIO/G6 AONS DIRECTORATE Full & Open Competition W52P1J-16-R-0055 This notice is issued solely for informational and planning purposes and does not constitute a solicitation or firm requirement. This is strictly a Request for Information (RFI) for a tentative requirement for Planning, Analytical, Operation and Technical Services for Headquarters, Department of the Army (HQDA) Chief Information Officer (CIO)/G6 Architecture, Operations, Networks and Space (AONS) Directorate. No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP. Responses to this RFI are not proposals to which Army Contracting Command - Rock Island (ACC-RI) can issue orders. ACC-RI is issuing this RFI to determine if an adequate number of qualified interested contractors are capable of performing the AONS Services described in the attached draft Performance Work Statement (PWS) dated 1 December 2015. The intended requirement will involve 13 non-personal tasks which provide analytical, technical, programmatic, and management support services. The Government will use the responses received for information/planning purposes and to identify potential sources as part of market research. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding to this RFI. ACC-RI will not pay for information received in response to this RFI. Responses to the RFI will not be returned. A draft PWS is attached for your reference. The draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any future RFP. We welcome any comments you may have in regards to the stated requirements in the draft PWS. The anticipated period of performance is one (1) 12-month base period and four (4) 12-month option periods. The Government requests that interested parties respond to this notice by providing the company's capabilities of meeting the draft performance requirements. Capability statements shall include the following: company name, point of contact, address, telephone, website and email addresses, brief description of company and its capabilities to perform the AONS requirements in accordance with the draft PWS, brief descriptions of recent and relevant projects for tasks similar to those in the draft PWS, DUNS number, CAGE Code, Tax ID number, as well as size category and socioeconomic status. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM). Questions will be accepted through 29 December 2015 at 1500 Central Time (CT). RFI closing date is 19 January 2016 at 1500 CT. QUESTIONS THAT SHALL BE ANSWERED IN RFI RESPONSES 1. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) support for Tactical/Strategic Space and Airborne Communications programs, staff augmentation and operational planning. 2. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) level support tactical communications programs, staff augmentation and operational planning. 3. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) level support for enterprise IT/Network architecture analysis. 4. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) level support for communications security (COMSEC) governance and analysis. 5. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) level support for tactical network programs, staff augmentation and operations analysis. 6. Provide a detailed explanation of your experience in FEDERAL/SERVICE (Army, Air Force, Navy, etc.) level support for Force Management, Total Army Analysis (Operating Force and Generating Force), 7. Provide a detailed explanation of your experience in FEDERAL/SERVICE level support for the Army Mission Command construct including Home Station Mission Command, Army Capability Set Synchronization, and Operational Capability Portfolio Synchronization. 8. The CIO/G-6 provides broad oversight for the Army's migration to cloud-enabling technology. What is your understanding of the Army's objectives in executing this migration? What knowledge, experience, and capabilities does your company have that would assist the CIO/G-6 in informing the Army of the defined objectives for cloud computing and guide and constrain activities executed to implement cloud computing. 9. Cloud Computing is becoming mature and commonplace in the commercial sector, but is still evolving as a technology in the7 DoD. Has your company assisted any organizations; commercial, Federal, or DoD in planning and orchestrating a change as disruptive as a transition to cloud computing? If yes, please identify the business sector, the technology, your company's role, activities conducted and the outcome. 10. CIO/G6 uses the Program Management Process to management projects. What knowledge, experience, and capabilities/tools does your company have that would assist the CIO/G-6 in program management? 11. CIO/G6 is responsible for producing Enterprise Reference Architecture. Has your company assisted any organizations; commercial, Federal, or DoD/OSD in planning and orchestrating any, Service Management (ESM), Identity and Access Management (IDAM) Architecture, Network Operations (NetOps),Reference Architecture (RA)Network Security, Unified Capability (UC). If yes, please identify the business sector, the technology, your company's role, activities conducted and the outcome. 12. The Army Data Strategy guidance and policies provides the Army commands and ASA(ALT) PEO/PMs with the Army's approaches to data that is in alignment with the DoD Data Strategic and related initiatives. Has your company assisted any organizations; commercial, Federal, or DoD in planning and orchestrating a change as disruptive in Army Data Strategy? If yes, please identify the business sector, the technology, your company's role, activities conducted and the outcome. 13.The Army CIO/G-6 Army Data Center Consolidation Plan (ADCCP) office is responsible for enforcement of and compliance with meeting the Federal Data Center Consolidation Initiative (FDCCI). The Federal Data Center Consolidation Initiative (FDCCI) was created to reverse the historic growth of Federal data centers. The initiative seeks to curb this unsustainable increase by reducing the cost of data center hardware, software, and operations; shifting IT investments to more efficient computing platforms; promoting the use of Green IT by reducing the overall energy and real estate footprint of government data centers; and increasing the IT security posture of the government. What experience does your organization have in regards to the DFCCI program? Does your organization have experience managing and tracking a data center inventory under the FDCCI program? Has your organization assisted with or been directly involved in a data center reduction or information technology (IT) consolidation efforts? 14. Application/System migration involves moving the functionality of the app or system (programs) from one platform to another and may involve both modernization (latest software baseline) and virtualization (use of virtual machines in place of physical hardware). Migration can be from a mainframe computer to more open systems such as Cloud Computing platforms. The motivation for this can be the cost savings, greater security, and consolidation of functionality to reduce number of application/systems in an IT portfolio (rationalization). What experience does your organization have with migration of systems/application for a traditional data center environment to a cloud computing environment? What experience does your organization have with managing or assisting with a rationalization, virtualization or modernization efforts (at a high level)? What experience does your organization have with Cloud Computing technology as it relates to an organizational wide consolidation of information technology? 15. The Army CIO/G-6 ADCCP uses critical amounts of data with numerous fields to track the Army's data center inventory. The data is housed in the ADCCP Tracking Tool and is the representation of all the data center facilities we know of across the organization, its contents or services, the owner and any other aspect of the operations of that facility. The data is organized in a way that supports decision-making for the Senior Leaders on the CIO/G6 and the Army in regards to data center management, budgeting for data center facilities, and application/system migration. What experience does you organization have with maintaining critical data of this nature? Does your organization have the experience with the maintenance and up keep of critical data of this nature to include monitoring transactions within the database, clearing up improperly entered records, and making recommendation to leadership on data entry management (field type, retirement of records, working with customer to get data up to date, etc)?
