- The National Science and Technology Medal Foundation (NSTMF), in coordination with the National Science Foundation (NSF), The White House Office, the Office of Science and Technology Policy (OSTP), the Department of Commerce, and the United States Patent and Trademark Office (USPTO), organize the awards banquet and the White House reception. NSF intends to sponsor the 2016 Awards Banquet, in honor of the National Medal of Science Laureates, to be held on the date that the President of the United States of America selects. Funding will be used to cover banquet-related services and preparations as well as, promote public awareness of the Medal of Science and the recipients of such Medal, and to provide technical and financial assistance, on a sole source basis. The order is issued noncompetitively to the NSTMF as NSF's contribution towards sponsoring a multi-agency effort. Further, the NSF could not manage nor fund the event on its own; the NSTMF utilizes funds from private sources to help subsidize the event. This is the only source reasonably available that can be utilized and it provides for continuity in the program. The proposed contract action is for services for which the government intends to sponsor with only one source. This notice of intent is not a request for competitive proposals.
