SPECIAL NOTICE: SOURCE SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR QUOTES. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their propose approach. Requests for a solicitation will not receive a response. As part of this special notice DCMA will be evaluating for planning purposes if there exist an adequate number of qualified interested small business contractors capable of providing the required services and/or products. OVERVIEW The Defense Contract Management Agency (DCMA), through its Cost and Pricing Center Financial Capability Group, provides comprehensive financial capability assessments to support the Department of Defense (DoD) in the development and sustainment of Government contract administration services, including providing financial insight used for pre-award and post-award contractual decisions. In addition, DCMA provides financial capability assessments requested by DoD Program Offices in support of industrial capability studies on major DoD contractors' supply chain. DCMA's financial assessments include a comprehensive review of a company's financial capability to support its current and future workload and an assessment of the probability of a company encountering liquidity or solvency problems, which includes an overall financial risk rating. DCMA performs financial capability assessments by analyzing companies' financial performance using company provided financial statements, publicly available financial information, industry comparison studies, credit history information and market analysis information. Market analysis and industry comparison studies are critical in providing DCMA with aggregate intelligence for a comprehensive financial capability assessment of a company's historical performance and future capabilities for successful performance and completion of its Government contracts. These financial capability assessments provide the DoD contracting community with detailed information for critical decisions related to Government procurement and contract management. DCMA is endeavoring to gather information on products available that would provide a web-based platform with easy access to in-depth reports of a company's operations, ownership and time series financial data, to include key fundamental financial ratios and other metrics going back at least 10 years allowing for long term financial trend analysis. Financial information must include all publicly traded and selected private (with publicly trade debt) domestic and international companies. All financial data should be available in US Currency (historical and current spot rates) as well as native currency for all international companies. Information should be downloadable to MS Word, Excel, and PDF file formats. This market analysis information will be used by DCMA to enhance financial and industry research, booster productivity, minimize time spent on routine tasks, and provide Analysts with an in-depth comparison tool to derive at a comprehensive financial capability assessment and financial risk determination. ABOUT DCMA DCMA is the Department of Defense's (DoD) component that works directly with Defense suppliers to help ensure that DoD, Federal, and allied government supplies and services are delivered on time, at projected cost, and meet performance requirements. DCMA directly contributes to the military readiness of the United States and its allies, and helps preserve the nation's freedom. DCMA provides Contract Administration Services to the DoD Acquisition Enterprise and its partners to ensure delivery of quality products and services to the warfighter. These services are addressed in Federal Acquisition Regulation (FAR) Part 42 - Contract Administration and Audit Services. The DCMA Financial Capability Group is one of DoD's financial advisors, providing both pre-award and post-award financial capability assessments, which include award recommendations, financial risk ratings, and mitigating risk recommendations. These assessments are used by the DoD contracting community in critical contractual decisions. DCMA is headquartered in Ft Lee, Virginia and currently employs approximately 10,500 civilian and military professionals worldwide. DCMA consists of over 50 Contract Management Offices (CMOs) with over 800 employee duty stations worldwide, working with over 19,000 Defense related firms. PURPOSE OF THE RFI The purpose of this RFI is to gather information on products available that would provide access to current and comprehensive market analyses to 10 to 16 Analysts located through the Continental United States. Information obtained from these market analyses will be used as part of DCMA's financial capability and financial risk assessments and will be shared with our DoD contracting community to aid in their Government procurement and contract management services. As a result of the information gained from this RFI, DCMA may be seeking demonstrations of specific products, best practices, and easy access for product delivery. Offerors of "Relevant" responses may be requested to demonstrate their approach / product to a Government panel of Subject Matter Experts to help DCMA determine the best suitable product to support its financial capability process. RESPONSES TO THIS RFI All responses to this RFI should include the following: • Comprehensive overview of their market analysis - Types of potential platforms (comprehensive versus basic) - Potential trade-offs of one product to another - Types of products / reports (comprehensive financial data, key fundamental financial ratios, sector highlight reports, comparative analyses, etc.) • Specific examples of products • Frequency of product updates • Explanation on gathering of financial information • Requirements of companies for providing company information (for non-public companies) • Timelines to expect availably of service • Availability of training (computer based or live sessions) Relevant Technical Specification/Information • Access to market analysis services must be web-based • Products should have easy search capability (click-through features) • Company search should be by company legal name, company trading symbol, or specific company identification number • Information on all publicly traded companies should be accessible • Information on non-publicly traded companies should be accessible if available on providers database • Financial information should include at least 10 years of historical statements • Information should be available by sector, sub-sector, industry or company level • Printing and downloading reports must be available (downloadable to MS Word, Excel, and PDF file formats) • Market Analyses should include - Summary reports (including company history, and current period financial summary) - At least 10 years of historical financial information - Click through features, allowing for easily convertible financial information  From annual to quarterly to year to date  From summarized financial statement data to "as presented by company data"  Currency conversion (allowing conversion from U.S. currency to company's native currency) - Key fundamental financial ratios (including profitability, asset turnover and liquidity ratios) - Organization's ownership structure - Details on company professionals (board members, committees, etc.) - Business formation information (including business description, name changes, etc.) - History on recent mergers and acquisitions - Sector highlight reports - Peer analysis (financial comparison to industry peers) - Direct investment information (subsidiary information) - Quick links to SEC filings RFI RESPONSE SUBMISSION - In addition to the above; each response must contain:  An executive summary describing the content and scope of the proposed solution  A summary describing account access for 10 to 16 users  Company profile  Primary points of contact - Page Limit of Responses: 10 - Submit Responses to: RFI.Responses@dcma.mil Ensure that the RFI # 20151208 is in the subject line - Administrative questions concerning this RFI: Mark.Deberry@dcma.mil DCMA will not entertain technical questions concerning the current legacy specifications it's EDI framework as part of this RFI process.
