Description

This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the Western NY VA Hospital Network for the purpose of collecting information about Comprehensive Drug Screening for the VA hospitals in Buffalo. The contractor shall provide referral laboratory services to include: a.Utilizing a single patient sample, perform quantitative testing using Liquid Chromatography-Tandem Mass Spectrometry (LC-MS/MS) methodology of medications typical for pain, as well as adjunct new generation medications (SSRI's) and emerging recreational drugs (bath salts, spice compounds) without the use of an immune assay screening methodology. b.Testing to include, but not limited to, common drugs in the following classes: Natural, semi-synthetic and synthetic opioids; Benzodiazepines; tricyclic antidepressants; serotonin uptake inhibitors; stimulants; barbiturates; illicit drugs c.Testing is to be completed by LC-MS/MS methodology only, without the use of Immuno-assay screening tests. d.All supplies necessary for collection of patient urine specimens i.Specimen containers ii.Required requisition forms iii.Biohazard bags and absorbent sheets e.All supplies needed to transport samples from the sites to the testing facility: UPS/mailing bags and pre-paid shipping labels. f.Pre-analytic processing, analysis and reporting of analytic results g.Report delivery by fax to the ordering site within 5 business days of receiving sample. h.Reports i.Phone consultation services for providers, with a toxicologist, for result interpretation. (This would be a contact that the providers could call with questions, not the lab POC person.) The requirement is for an estimated 960 tests per year. (e) Contractors that are able to meet the requirements are encouraged to email full information to Anthony Murray (518)626-6138 at Anthony.Murray2@va.gov. - Contractors shall identify the NAICS code for the product being offered as well as their size status under said NAICS. - Contractors shall also identify any Federal Supply Schedules that may carry the desired product. - Contractors shall include any relevant comments about the Attachment(s) if applicable.
