Description
The Mission and Installation Contracting Command - Fort Sam Houston, Reserve Support Division Contracting Office on behalf of the Office Chief Army Reserve located at Fort Belvoir, Virginia, intends to issue a solicitation for the Private Public Partnership Office Support Services. Private Public Partnership Office offers America's employers the opportunity to collaborate on a shared human capital strategy as it concerns Service Members. Recognizing that America's employers and the Reserve Component share personnel, a synchronized talent acquisition and personnel management effort is important to a viable Operational Reserve and the success of the All-Volunteer Force. For American employers, Private Public Partnership Office ensures that the American workforce is the premier, competitive labor force in the global economy. To that end, the USAR created the Private Public Partnership Office as a human capital strategy to ensure that America's best and brightest can continue to serve their nation and remain competitive in their civilian careers, despite ongoing, repeated deployments. This contract is in direct support of the Veterans Opportunity to Work Act. The P3O builds partnerships with private and public organizations in order to maximize success at home and abroad while advancing individual, leader and unit readiness. The objective of the PWS is to provide highly specialized professional services, expertise, and performance to support successful customer case management and program administrative level support primarily in relation to the efforts associated with P3O. These services include advertising the capabilities of the United States Army Reserve (USAR) P3O to industry and military events. P3O support services will assist Soldiers, Veterans and eligible family members with resume development and collaborate with industry to promote program capabilities and provide data reflecting results of these initiatives. The P3O develops, integrates and directs partner relations for the Army Reserve. P3O partners with not-for-profit (NFP), for profit (FP) and academic organizations to support the Chief, Army Reserve top priorities and the Army Reserve Mission of providing trained, equipped and ready Soldiers, Leaders and units to meet America's requirements at home and abroad. The anticipated period of performance is a base year and two (2) one-year option periods from date of award. It has been determined that competition will be limited to Service-Disabled Veteran-Owned Small Business Firms with a bona fide place of business within the geographical competitive area, and the assigned North American Industry Classification System (NAICS) code. The NAICS code for this acquisition is 541611 - Administrative Management and General Management Consulting Services, with a corresponding Small Business Size Standard of $15.0 Million. This solicitation will be a best value Lowest Price Technically Acceptable (LPTA) Request for Proposals (RFP) subject to FAR Part 15.101-2 procedures. To be considered acceptable, offerors shall specifically address each of the evaluation factors set forth in the solicitation. The solicitation is anticipated to be issued/posted on or about 30 October 2015, under solicitation number W9124J-15-R-0068, to the Federal Business Opportunity (FBO) at https://www.fbo.gov/. All contractors and subcontractors interested in this project should register at this site. Proposals are anticipated to be due on or about 30 November 2015. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The Government intends to award without discussions, therefore, the Offeror's initial proposal shall contain its best terms. The Government anticipates issuing a draft of the solicitation for review and comment. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing via posting to the web. Interested parties must be registered in the System for Award Management (SAM) to receive a government contract award. You may register with SAM at http://www.sam.gov/. Ensure that your firm's Representations and Certifications are also completed. Note to offerors: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government.
