- This is a competitive 100% Small Business Set-aside Invitation for Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $36.5 million. This acquisition will be handled as an IFB prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 14 and 36. A firm-fixed price contract award is contemplated. The project magnitude is estimated between $500,000 to $1,000,000. Place of performance will be the Black Mountain Communication Facility in Imperial County, California. This project consists of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary to provide a temporary communication shelter (TCS), including A/C electrical feed, generator set, batteries, and waveguide, to house the equipment of the existing communication building until the new building is installed and fully operational. Provide two (2) 30-foot temporary (wood) poles adjacent to the TCS to mount the existing microwave dishes that are currently on the existing Western tower. Remove the existing CMU communications building and foundation; remove the existing communication towers including guy-wires and foundations; remove the waveguide bridge to the south of the existing communications building, remove the existing generator set and pad; remove the existing propane tank and piping; Remove approximately 1,100-feet of copper communication cable between Black Mountain Microwave Site (BLA) and the Imperial Irrigation District's (IID) communication site and replace with 1,100-feet of fiber optic communication cable. Construct an 18-foot by 24-foot pre-manufactured communication building, with reinforced concrete foundation and floor slab, insulation and finishes, hollow metal doors and frames, overhead cable ladder, single-ply membrane roofing, HVAC, and electrical systems. Install a new Government-furnished generator set and automatic transfer switch (ATS); providing the new generator pad, new piping, new LPG container pad, new 500-gallon propane tank, and regulator enclosure. Install new meter and buried conduit/cable. Co-ordinate with the local electrical company for permanent electrical power. Install a Government-furnished 100-foot communication tower, antenna mounts, and waveguide bridge; providing foundations for communication tower, and waveguide bridge. Sitework includes trenching, grading, a grounding system for the new communications building and tower, replacement of the existing LPG system, buried utilities, and other items. All work shall be in strict compliance with the specifications and drawings. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge.
