- REFERENCE: VA Maryland Health Care System, VA2237 Transaction # 512-16-1-506-0034 PURPOSE: Contractor will provide a proposal for creating a museum in an historic building on the VA Maryland Health Care System's (VAMHCS) Perry Point campus in Cecil County, Maryland. The VAMHCS Grist Mill is a 3-story building to be converted into a museum. The museum will be dedicated to the history of the campus starting with the first inhabitants, the Susquehannock Indians, when it was a farm with the Mansion and Grist Mill, to the Atlas Powder Company (which is when they built the Village and many of the older buildings on the campus), and the history of VA health care at Perry Point. GOVERNMENT REQUIREMENT: The contractor will be required to meet with the Chief, Public & Community Relations, Program Manager for Public Affairs/Community Outreach, and/or the Community Outreach Specialist in person at any given time. Therefore, close proximity, within 75 miles, of the Perry Point VA Medical Center is a must. The contractor will provide the following: "The cost for complete design and layout for all items to be displayed in this 3-story historic building, with estimated12 to14 historic items and 45 to 50 historic images/photos to be displayed. The contractor will provide a complete design plan for each floor of the museum that will outline the location of each display, photo/image, captions, historic text, reception desk, furniture and lighting. The VAMHCS will provide the blueprint/floor plans for each floor of the building to the contractor. "The costs for additional display cases or furniture as determined by the contractor, which should include benches or appropriate seating for each floor for visitors to sit and view the displays, read historic information or watch a video. The contractor will be responsible for purchasing all of these items. "The cost for purchasing "display spot lighting" and all materials necessary to secure the lighting. This lighting will be for all display pieces and photos/images on all floors. The lighting on each floor can be attached to the ceiling, which has exposed wood beams. Lighting cannot be attached to the stone walls. The VAMHCS electricians will install the lighting per specific directions by the contractor and their lighting design. Contractor does not need to cover the cost of the installation, but will be required to plan the lighting design and purchase all of the lighting and mounting brackets. The cost should include directing the installation of the lighting on each floor. See additional notes under each floor. "There are limited display items and information for the first floor of the museum, which covers the early years of the Perry Point peninsula. Through research, the contractor is to provide additional ideas for displays and exhibits on the first floor of the museum that depict the early years. This should include images, their reproduction and framing/mounting, placement of items, and any historic write-ups, which will all be purchased by the contractor. "Each floor will have "permanent general" lighting fixtures in place. These will not be able to be moved. "The cost to reproduce, enlarge and frame/mount approximately 45 to 50 historic images/photos. The contractor will reproduce, enlarge and frame/mount most photos/images provided by the VAMHCS, totaling 45 to 50. The contractor will make recommendations for final sizes of all images/photos, how they will be framed/mounted and indicate their location within the museum. The proposal should include costs for all reproductions, enlargements, and framing/mounting. The reproductions should be done in a way to give a cohesive and interesting look to the museum in keeping with the historical preservation of the building. The contractor will also recommend the appropriate method of hanging all images/photos from the ceiling since they cannot be mounted to the stone walls. The contractor will also be responsible for purchasing the mounting materials for all images/photos and directing VAMHCS Engineering staff on the proper installation of each item. "There is a "glass" elevator that goes between all the floors. There is a stairwell adjacent to the elevator, which also has exposed original stone walls and goes between all three floors. This stairwell can be used for displaying photos/images, but nothing can be attached directly to the stone walls so the contractor will be responsible for identifying a method for mounting the items, purchasing the mounting materials and instructing VAMHCS engineering on the appropriate installation. "The carpet on each floor is a light green/gray color. "With each of the pieces/photos/images, there should be written copy identifying each item. The written copy will be provided by the VAMHCS. Contractor to output and plan the mounting of the information for each display and photo/image, with the understanding that this information cannot be mounted to the stone walls. Additionally, the contractor will need to identify the appropriate location and mounting of descriptive copy about the history of Perry Point that will be placed throughout each floor to describe each era of the peninsula. "The entrance for the museum is on the first floor, which is handicap accessible. There is also a handicap emergency exit on the basement floor. There is a bathroom on the first floor and the basement level. "The VAMHCS has a video that goes through the entire history of Perry Point. The VAMHCS will supply a large screen television for viewing the historic video. The contractor is to decide on the size of the television that should be purchased, the placement of the television within the museum and how it will be mounted or what furniture piece or stand it will be placed on. The contractor will be responsible for purchasing the mount, furniture or stand for the television. "There will be a reception desk and information resource area on the 1st floor of the museum by the entrance. The contractor will be responsible for purchasing an appropriate reception desk, chair and information display kiosks for this area. Museum Floors: Basement: "Perry Point, the Early Years" NOTE: Nothing can be directly mounted to the stone walls throughout the building. All images/photo reproductions must be hung on a structure the contractor recommends. This structure could be setup just a few inches or so from the wall. The cost of this mounting framework is to be included in the proposal. This image mounting structure can be attached to the floor and the ceiling. The floor is carpet over cement in the basement. Ceiling is exposed wood beams. The VAMHCS' internal construction team will install. "From Perry Point's 1st Inhabitants (Susquehannock Indians) to First Settlers and the Stump Family: oMost images scans provided; oMix of photos and history throughout floor; oCreate three-dimensional free standing displays; oFour photos of the mansion to be displayed as a mix of small and large, oversized photos; oResearch Susquehannock Indians and the Mill for added interest, only have one photo of the Mill; oCreate sitting areas on each floor; oCreate Display Case to include: "Original cornice from south bedroom of Mansion House; "Child's shoe (1900s); "Brick from Atlas Powder (1918); "Stump Family Door Stop (1800-1918); "Old rubber stamp holder; "Door knocker (reproduction); "Original shutter stops; "Nails, handmade lathe (circa 1750); "Original brick from exterior wall brought over as ballast on ship from England; and "Cecil County Conservancy District Board letter to Dr. James Nocks re: Southern Red Oak and America Sycamore - State Big Tree Program. oDocument available containing findings of the archaeological investigation of the Perry Point VA Medical Center conducted during the late 1980s; oBlue Lantern from Mansion property to display; and oThe VAMHCS will provide all photos, history write-ups and blueprints. 1st Floor: Atlas Powder Company - Construction of Ammonium Nitrate Plant and Village Area NOTE: Nothing can be directly mounted to the stone walls throughout the building. All images/photo reproductions must be hung on a mounting structure the contractor recommends. This structure could be setup just a few inches or so from the wall. The cost of this framework is to be included in the proposal. This image mounting structure can be attached to the floor and the ceiling. The floor is carpet over plywood on the first floor. Ceiling is exposed wood beams. "Most images scans provided; "Mix of photos and history throughout floor; "Create a mix of small and large, oversized photos; "Create three dimensional free standing displays; "Eight photos of the plant, village and school children to be displayed as a mix of small and large, oversized photos; "One framed photo of Atlas Powder Company to be displayed as is (in frame); "Create sitting areas on each floor; "Early photo of village and letter establishing Atlas can be scanned or used as is in the frames; and "The VAMHCS will provide all photos, history write-ups and blueprints. 2nd Floor: U.S. Public Health and the VA Administration NOTE: Nothing can be directly mounted to the stone walls throughout the building. All images/photo reproductions must be hung on a mounting structure the contractor recommends. This structure could be setup just a few inches or so from the wall. The cost of this framework is to be included in the proposal. This image mounting structure can be attached to the floor and the ceiling. The floor is carpet over plywood on the second floor. Ceiling is exposed wood beams. "Male and female uniformed mannequins to be displayed; additional uniforms available; "Display the Philco standing radio; "Cabinet with wooden toys made by Veterans to be displayed; "Printer cabinet to be displayed; "Create sitting areas on each floor; "Create a mix of small and large, oversized photos; "Create three-dimensional free standing displays; "26 photos of the VA to be displayed as a mix of small and large, oversized photos; "Two framed sports photos to be used as is or scanned; and "The VAMHCS will provide all photos, history write-ups and blueprints. STANDARDS: 100% compliance is required for customer satisfaction, performance and utility. All designs and written information submitted by the contractor will become the property of the VA Maryland Health Care System. The vendor will be required to meet with the Chief, Public & Community Relations, Program Manager for Public Relations/Community Relations, the Community Outreach Coordinator and/or Engineering staff on multiple occasions at the VA Maryland Health Care System, Perry Point VA Medical Center, Perry Point, Maryland 21902. Additionally, the vendor will be required to submit draft information for review and approval and will then make all recommended changes in order to submit the final products. REQUIRED REPORTING: The contractor will work closely with VAMHCS staff. The contractor will allow the VAMHCS to make adjustments and edits as deemed necessary to fit the style of the Department of Veterans Affairs and VAMHCS, and the diverse culture and demographics of the intended audiences. The Chief, Public & Community Relations will maintain sole approval authority for acceptance of the finished production. IT SECURITY/PRIVACY: In accordance with VA Handbook 6500.6 titled Contract Security, this statement of work does not include any activity that pertains to VA sensitive information which is stored, generated, transmitted or exchanged by VA, a contractor, subcontractor or a third party, or on behalf of any of these entities regardless of format or whether it resides on a VA system or contractor or subcontractor's electronic information system(s) operating for or on the VA's behalf. PERIOD OF PERFORMANCE: Performance is for a 3-month period, which will commence on the first day the contract is awarded.
