- THIS IS A SOURCES SOUGHT NOTICE ONLY - DO NOT SUBMIT PROPOSALS. The purpose of this Sources Sought announcement is to identify sources capable of providing support for this effort. The information received will be used to determine if the requirement can be set aside for small business. Responses from small businesses are highly encouraged. Based on responses to this notice, the Government may consider a small business set-aside for this requirement. The Department of Veteran Affairs, Network Contracting Office 19 has a requirement for Locum Tenens Psychiatrist Services at the Sheridan VA Medical Center. The primary purpose of this service is to provide a permanent full time psychiatrist at the Sheridan, WY Veterans Affairs Health Care Systems (SVAHCS), Mental Health Division, 1898 Fort Road Sheridan, WY 82801. The psychiatrist (also referred to as provider) performs work concerned with preventing, maintaining, and treating mental illnesses. The psychiatrist is responsible for the preparation and completion of a complete medical record for each patient. This record shall include a psychiatric evaluation, an updated problem list, identification data, chief complaints, personal history, family history, history of present illness, physical examination, special reports such as consultations, clinical laboratory, x-ray and others, provisional diagnosis, medical and/or surgical treatment, operative report, pathological findings, progress notes, doctor's discharge instructions sheet, including condition on discharge (discharge note), final diagnosis, and final summary. Work will be performed on an acute psychiatric in-patient, sub-acute psychiatric inpatient unit, outpatient, telehealth and on call. When on call the psychiatrist conducts doc to doc communication, accepting admissions for the acute psychiatric unit. Psychiatrist will be available after 4pm to Primary Care by phone or if requested by provider, come to VA and examine patient face to face. Extensive interaction with patients, staff, physicians, family members, and visitors are involved. The primary age of patients treated and cared for are between 25-80 years of age. The position requires the incumbent to possess or develop an understanding of the particular needs of these types of patients. Sensitivity to the special needs of all patients in respect to age, developmental requirements, and culturally related factors must be consistently achieved. Period of Performance: The Period of Performance shall be for a Base Period of 12 months, with four (4) 12 month option periods. Work Hours: The psychiatrist will be required to provide services Monday through Friday from 0730-1600 plus any extended hours when covering psych on call such as, evenings and weekends. Weekend shifts are defined as Saturday, Sunday and holidays. When on call the psychiatrist will conduct rounds on acute psychiatric inpatient and sub-acute unit as well as any Psychiatric Consults for Veterans on the medical unit. The government reserves the right to re-define the beginning and end of a shift tour and duty hours may be subject to change during the course of employment. Psychiatrist will be responsible for the overall provision of coverage within the timeframes annotated above without exception. Psychiatrist will provide expeditious on-site support when the need arises. Required Qualifications of Physician Psychiatrist: a. Physician Education - Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. b. Physician Licensure - Current, full and unrestricted license to practice medicine in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. c. English Language Proficiency. Must be proficient in spoken and written English as required by 38 U.S.C 7402(d) and 7407(d). d. Must possess basic computer skills Functions of Psychiatrist Assigned Duties: a.Provide ongoing mental health care to assigned outpatients and inpatient b.Carry out health promotion and disease prevention activities. c.Meet the needs of customers while supporting Department of Veterans Affairs (VA) missions. d.Use the Veteran Health Information and Technology Architecture (VistA) and the Computerized Patient Record System (CPRS) to access information in the Medical Center computer system. e.Use word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text, formatting letters, reports, and memoranda; and transmitting and receiving e-mail. f.Limits personal access to all sensitive information and records, including patient medical records, other patient-specific information, personnel records, and employee health medical records, to those instances in which there is a specific job-related purpose. g.Maintains confidentiality of all sensitive patient and employee records and information, and limits disclosure of such information to only those individuals who have a specific job-related need to know. No instances of deliberate unauthorized access or disclosure of sensitive information are allowed. h.Document daily in CPRS all inpatient and outpatient visits. This includes accurately coding all encounter forms associated with visit IAW ICD-10 standards. i.Adhere to the Sheridan VAHCS By-Laws. ? Psychiatrist Responsibilities: The psychiatrist agrees to the specifications stated below: a.The psychiatrist will provide to Sheridan VA Health Care Systems curriculum vitae (CV) for qualified applicants. b.The Psychiatrist will enter and complete the Federal Credentialing Program (VetPro) for VA credentialing and privileging. c.Psychiatrist will undergo background clearance prior to services rendered. d.Psychiatrist will adhere to the Sheridan VA Health Care Systems By-Laws. e.Psychiatrist will access VA Network and is required to use Computerized Patient Record System (CPRS) to enter data into patient medical records. f.Evidence of completion of required licensure, credentials, required training, current competencies and background investigations must be validated through the VetPro System. Supplies and Equipment: The SVAHCS will provide all equipment necessary to provide these services except for uniforms and any other personal items. Interested business concerns, large or small, should review this Sources Sought Announcement and submit information for consideration. The anticipated NAICS Code is 621112, Offices of Physicians, Mental Health Specialists with a small business size standard of $11.0M. The anticipated contract will contain a 12 month base period plus four (4) 12-month option periods. Interested organizations are required to identify their size standards in accordance with the Small Business Administration. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Interested business concerns, large or small, should review this Sources Sought Announcement and submit information for consideration electronically (via email) to Michael Vela, Contract Specialist at michael.vela@va.gov by 4:00 PM Mountain Time, 12/18/2015. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities or VA GSA. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price contract.
