Notice Type:Posted Date: Combined Synopsis/SolicitationDecember 7, 2015 Original Set Aside:Response Date: Open Market-CompetitiveDecember 10, 2015 @ 10:00 a.m. Classification Code:NAICS Code: D317 - IT & Telecom, Web Based518210 - Data Processing, Hosting Synopsis: The VA Office of Research and Development within the WJB Dorn VA Medical Center located in Columbia South Carolina intends to negotiate a firm fixed priced contract for services to provides tools for electronic protocol file management, on-line document submissions, and electronic tools supporting the management, submission, review and oversight of each research protocol. Contractor shall provide electronic document management, web-based protocol sharing and collaboration, automatic notifications, electronic submissions and reviews, and audit capabilities including electronic revision histories, electronic signatures and event tracking. The Contractor and Web Based System shall provide the following: 1.Unlimited submissions to our institution's Five Boards (IRB, IACUC, Research Safety, IBC, and R&D). 2.Unlimited users and usage for all registered users, as set forth above. 3.Up to thirty (30) custom Decision Letter Wizards. Additional Smart Form and Decision Letter custom configuration will incur one-time custom configuration. 4.Use of Data Conversion Kit for Project Shell conversion purposes. 5.Personalization and data maintenance of 2 IRB - VA existing wizards: R&D Request to Review Research Proposal, and IRB Subcommittee Request to Review Research Proposal From. 6.User friendly interface, as people with varying levels of technological expertise will be using the system. 7.VA-specific forum for networking with peers who utilize the system. 8.A program that is database driven for greater ease of interoperability, which covers a wide range of options, allowing automation for all programs: IRB, IACUC, as well as SRS only or RDC-only protocols. 9.Program that enables streamlining via a single system. 10.Online direct completion and submission of forms within the system to alleviate compliance issues with document control. 11.An adaptable system that can be tailored to fit the procedures in use; ease of customization of forms and processes on the client end, without requiring technical support. 12.System direct retrieval and tracking of training records from both CITI and TMS. 13.Committee membership appointments - add new members and provide notices when current appointments expire or are ending/renewed. 14.Ability to access system from VA intranet and the internet, as well as use the system and forms with either Windows or Mac. 15.Hosting web interface: 24-hr security patrolled, long-term storage, automated backups, multiple fiber carriers, more than one power grid, FIPS 140.2 compliance and 508 compliance (VA requirements). Any vendor who believes it is capable of meeting the requirement may submit a technical and price proposal to the contracting office no later than December 10, 2015, at 10:00 a.m. EST.
