Description
Pre-Solicitation Notice SUBJECT: JOHN DAY DAM DRILLED WATERSTOP REPAIR Solicitation Number: W9127N-16-R-0006 Notice Issue Date: 10 December 2015 Notice Response Date: 25 December 2015 Solicitation Release Date: On or about 28 December 2016 Proposal Due Date: On or about 27 January 2016 Set-Aside: N/A Unrestricted, Full and Open Contracting Office Address: U.S. Army Corps of Engineers - Portland District NAICS Code: 237990 Classification Code: Other heavy and civil engineering construction. Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for the construction of 18 drilled holes from the top of the roadway deck into the foundation rock beneath the dam, approximately 175 feet in length. The holes will then be filled by a waterstop product/solution that can create a water-tightness throughout hydrostatic load cycles and cycles of thermal expansion and contraction; with approximately 5/8-in of total lateral or horizontal movement during these cycles. Project Scope: This project consists of the following: 1. Drill and install of an initial two (2) holes and waterstop product (To be followed by a seven day inspection and acceptance period to allow for review of effectiveness of solution). 2. Drill four (4) additional holes and waterstop product installation. 3. An option for twelve (12) additional holes and waterstop product installation. Acquisition Strategy: The solicitation will be an request for proposals. The solicitation will be evaluated under a best value trade off evaluation method. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. The acquisition is an unrestricted procurement. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This acquisition is an unrestricted, full and open best value trade-off. This effort is classified through the North American Industry Classification System (NAICS) under code 237990- Other heavy and civil engineering construction ($36.5M). The FSC is Y1PZ - Construction of Other Non-Building Facilities. Proposal Period: The solicitation is scheduled for release on or about 28 December 2015. The tentative date for receipt of proposals is on or about 27 January 2016. The work is to be accomplished during 2016. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. E-mail responses to the Primary Point of Contact, Mr. Daniel J.
