Description
Attachments I thru V Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina, is one of the 27 Institutes and Centers composing the National Institutes of Health. Historically Centralized Glassware and Media Processing Services have been provided by contractors with experienced on-site staff including an on-site working Project Manager. PURPOSE AND OBJECTIVES: This contract shall provide qualified personnel for the preparation of biological media, tissue cultures, and "buffers", as well as washing, sterilizing, issuing, and collecting glassware as required at the NIEHS in RTP. PROJECT REQUIREMENTS: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services and qualified technical personnel, for the preparation of biological media, tissue cultures, and "buffers", as well as washing, sterilizing, issuing, and collecting glassware as required at the NIEHS in RTP. Collecting, cleaning, sterilizing, and restocking services shall be provided by the Contractor for Government-owned glassware. In addition, the Contractor shall provide restocking service for disposable plastic ware. The Contractor shall also provide service to prepare sterile custom media using Government-furnished chemicals and media supplies. The contractor will be required to provide the following services: A. Delivery and Pickup Services - The Contractor shall collect dirty glassware from the laboratory areas in Building 101, NIEHS South Campus at a minimum of twice per day, morning and afternoon. All collections and deliveries shall be made between the hours of 8:30 am and 5:00 pm. In addition, the Contractor shall deliver custom orders of media to the laboratory areas as requested by the scientific personnel. The Contractor shall also collect any unused portion or contaminated media from the laboratory areas in concert with the collection of used glassware. B. Cleaning - Dirty glassware, new glassware, fly media bottles and vials, wash trays, pots, velvet cloth, caps, and tubes shall be washed, inspected, packaged, and stocked. A description of the types of glassware and approximate monthly totals cleaned in FY13, FY14 and FY15 (October 2012 - September 2015) has been provided as Attachment I. The Contract staff shall also provide routine cleaning of the work area to include table tops, equipment, carts, floors, sinks, and general work area. C. Stocking - Glassware, disposable items, chemicals, etc. will be delivered to the glassware and media area from the NIEHS warehouse and other outside sources. The Contractor shall receive, unpack, wash and/or stock all items and dispose of any debris in the dumpsters located in the Module E loading dock. D. Media Preparation - The Contractor shall prepare and label complex sterile custom biological culture media and drosophila growth media as requested by the scientific staff. Requests for media are typically received throughout the day on a daily basis. A description of the types of media in various size containers and approximate monthly totals prepared in FY13, FY14 and FY15 (October 2012 - September 2015) has been provided as Attachment II. Standard and custom media orders are submitted from the laboratories using the web-based Media Ordering and Tracking System (MOATS). A copy of the Standard Order Entry form has been provided as Attachment V. In addition, a list of standard order media products has been provided as Attachment III. Several examples of standard media recipes from the previous list are provided as Attachment IV. E. Reports - The contract personnel shall be responsible for tracking media orders and glassware usage. Monthly reports shall be provided electronically in Microsoft Word or Excel 2007 or compatible versions to the COR by the tenth day of the following month. The contract personnel shall also maintain and document supplies, chemicals and glassware inventories. Lists of needed supplies shall be provided to the COR on a weekly basis or as needed. ANTICIPATED PERIOD OF PERFORMANCE: The Government anticipates a one-year (12 month) base contract with four (4) one year option periods. The intended procurement will be classified under the North American Industry Classification System (NAICS) code 561210 Facilities Support Services with a size standard of $38.5 million dollars. The Government anticipates this contracting mechanism will be a firm-fixed price services contract. CAPABILITY STATEMENT/INFORMATION SOUGHT: Capability statements should include the following information: a. Company name and address b. Corporate experience and management capability. c. Examples of prior completed Government contracts, references, and other related information; respondents' DUNS number, organization name, address, point of contact, size and type of business (e.g., 8 (a), HUBZONE, etc.) pursuant to the applicable NAICS code. d. Point of contact, including telephone number and email address for representative from interested business e. Do you have a GSA vehicle that could be utilized for these services? If yes, please provide the contract number and point of contact information. 10. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
