Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3--Request for information or Solicitation for Planning Purposes (Oct 1997), this Request for Information(RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of U.S. General Services Administration (GSA). This RFI is not to be construed as a commitment by the Government or will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If/when the solicitation is released it will be synopsized at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. 1. GSA reserves the right, at its sole discretion, without liability, to use any or all of the RFI responses in its planning efforts for an IDIQ procurement of real property appraisals, as well as in whole or in part, outside of the RFI process. 2. This RFI does not create an obligation on the part of GSA to enter into any agreement, nor to implement any of the contemplated actions herein, nor to serve as the basis for any claim whatsoever for reimbursement of any costs associated with the preparation of responses submitted to the RFI. 3. The submission of an RFI response is not required to participate in any potential future procurement, nor does submission of a response preclude respondents from participating in any future procurement. 4. To the best of GSA's knowledge, the information provided herein is accurate. However, GSA makes no representations or warranties whatsoever with respect to this RFI, including representations and warranties as to the accuracy of any information or assumptions contained in this RFI or otherwise furnished to respondents by GSA. 5. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. A response to this notice is not an offer and cannot be accepted by GSA to form a binding contract. 6. GSA may request clarifying discussions with any or all of the respondents on an individual or group basis. Submission of a response does not guarantee the opportunity to participate in the discussions. 7. Respondents submitting business information pursuant to this RFI should consult 41 CFR Part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of GSA, and its employees, agents, consultants and representatives, must be clearly and conspicuously so marked. The NAICs code for this requirement is 541320 - Offices of Real Estate Appraisers I. OVERVIEW The Office of Real Property Utilization and Disposal (RPUD) provides cost effective, timely, and professional appraisal and related services to the U.S. General Services Administration (GSA) and to other federal landholding agencies on a reimbursable basis. Services include appraisals in support of disposals, acquisitions, exchanges, and outgrants (leases, easements, licenses and permits), reviews of third party appraisals reports, and consultations. Consulting services include feasibility studies, highest and best use analysis, marketability studies, asset and utilization evaluations, property parcelization recommendations, Enhanced Use Leasing (EUL) feasibility and valuation support, and other related real estate services. RPUD has a nationwide staff of professional review appraisers with experience preparing technical contract specifications, selecting the most qualified contract appraiser at a reasonable price, and preparing the required Government review of the contract appraisal. RPUD appraisers have extensive experience with the high valued, complex, and controversial assignments involving a wide variety of property types. RPUD contract appraisers could include sole proprietors, partners, corporations, and several other types of business structures. Fort Worth, TX is home to the Region 7 Real Property Utilization and Disposal Division (7PZ), which is a zonal office of RPUD that encompasses a 15-state zone including Texas, Oklahoma, Arkansas, New Mexico, Louisiana, Iowa, Nebraska, Missouri, Kansas, Colorado, Utah, North Dakota, South Dakota, Wyoming, and Montana. In order to streamline the procurement process, and provide timely service to internal and external customers, GSA is considering issuing a Request for Proposal (RFP) for an IDIQ contract for appraisals and appraisal-related services as mentioned above. GSA is issuing this RFI to obtain responses from appraisal firms and other members of the valuation community in regard to the questions posed in Section II below. II. QUESTIONS 1. As mentioned in Section I above, 7PZ encompasses a 15-state geographic territory. Appraisal and appraisal-related assignments could be required in any metropolitan area, as well as any rural area within those 15 states, border to border. GSA is seeking the interest of appraisal firms, as well as those in the valuation community, who would be willing and capable of covering as much of that 15-state area as possible. Within that 15-state territory, where would you be willing to work? For instance, the entire territory, certain states, certain metropolitan areas, etc.? Please be specific and list each of the 15 states your firm is willing to work, including metropolitan areas. 2. As mentioned in Question 1 above, appraisal and appraisal-related services could be required in any location within 7PZ's 15-state territory. This oftentimes requires travel to remote and rural areas. Are you willing to travel to rural and remote areas to complete appraisal assignments? Please include any travel restrictions your firm may have. 3. As mentioned in Section I above, RPUD review appraisers seek to select the most qualified appraiser at a reasonable price. When asked for a cost estimate for an appraisal assignment, how is the cost estimate relayed to the requestor? For example, for the fair market value (FMV) appraisal of a 10,000 square foot single tenant office warehouse in a large metropolitan area where you currently conduct business, would you provide a daily rate, total estimated cost per project, or provide pricing in some other way? 4. As mentioned in Question 1 above, appraisal services may be needed in any location within 7PZ's 15-state territory. Additionally, the subject of these assignments include all types of real estate, all types of value, and every interest in real estate. For example, past projects have included, but are not limited to, historic federal buildings, missile siles, residential homes, environmentally contaminated property, easements, mineral rights, air rights, vacant land, large industrial facilities, and many others. What types of property do you have experience appraising? III. SUBMISSION OF RESPONSES All interested parties should submit a cover sheet, and responses to the above four questions listed in Section II, clearly marked "Response to RFI - IDIQ Procurement of Real Property Appraisals". Responses are due by 5:00 PM central time on December 31, 2015 and submitted via email to terri.marshall@gsa.gov. Submissons are limited to five pages for responses to the four questions, one side per page, plus an additional page for the cover sheet for a total of six pages.
