- Description
- The Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract for transition only under the authority of 10 U.S.C 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Northrup Grumman Systems Corporation (NG) (CAGE 5YRP9), 4807 Stonecroft Blvd., Chantilly, VA 20151-3822. The requirement is non-personal services necessary to support INSCOM in the continued performance of information operations (IO) services to the Army and other military forces. The 1st Information Operations Command is the Army's only active duty unit designed to conduct IO services; presently, the Command provides mission critical information operations and training support to multiple Combatant Commands, Service Component Commands, and Joint Task Force Headquarters, both stateside and overseas. This support is provided through deployable support teams, Operational and Technical planning and Intelligence Analysis reach-back support, IO training, Cyberspace Opposing Forces (OPFOR), managing the Army's Operations Security (OPSEC) certification and training, and executing Mission Readiness Exercise Support to validate field support teams prior to world-wide deployment. Joint and Service Commanders rely on the 1st IO Command to support freedom of action in the information environment and to deny the same to our adversaries. This action will result in a Cost Plus Fixed Fee (CPFF) bridge contract with a period of performance not exceeding 45 days, beginning 28 December 2015; without the inclusion of option periods. The proposed bridge contract is to transition on-going efforts under Task Order Contract Numbers W911W4-09-D-0002-0009/0010 respectively, without a disruption of critical services. The NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services; the size standard is $15M. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a capabilities briefing which identifies their interest. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
