- The Riley Pass Uranium Mine Site (Site) is located in North Cave Hills of the Custer Gallatin National Forest in Harding County, South Dakota. Bluffs F, G and I are located in Township 22 North, Range 5 East, Sections 35 and 36, Black Hills Meridian. The Site is approximately 100 miles north of Belle Fourche, South Dakota, 25 miles north of Buffalo, South Dakota and 30 miles south of Bowman, North Dakota. The nearest town is Ludlow, South Dakota which is approximately 5 miles to the east of the Site. The Site can be accessed by turning west off US Highway 85 onto the Tufte Road, 2 miles north of Ludlow; then turning left on the South Cave (Riley Pass) Road which turns into Forest Service Road (FSR) #3120 at the National Forest boundary. The main access roads to the Site are FSR #3120 and #3130 and also the Welch Fire Trail road just south of Ludlow. A portion of FSR #3130 is closed to public travel. The work under this contract will consist of the excavation of contaminated waste from bluff areas, the placement of excavated wastes into the Bluff I Repository, and the regrading of the repository and spoils material left in place on the sides of the bluffs. Regrading of the spoils will require the use of equipment suited for working on steep slopes. All equipment used for regrading and finishing to final grade must be equipped with GPS receivers configured to work with digital electronic (AutoCAD) files and is a requirement of this contract. The finished grade of the regraded spoils and repository top contains complex topography. The Contractor should be aware of this and should anticipate additional time over that required for more normal regrading and finish grading. All disturbed areas will be covered with a cover system consisting of soil from an on-site borrow source supplemented with compost, fertilized and seeded. The depth of cover soil on the Bluff I repository will be a minimum of 18 inches, while the depth of cover on the remainder of the disturbed areas will be 12 inches. Work also includes development of the on-site borrow source and upon project completion, reclamation of the borrow area which will consist of spreading salvaged topsoil, seeding, fertilizing, placement of erosion control mat and fencing. Weather permitting, a pre-bid tour is scheduled for January 12, 2016 at 10:00 am Mountain Standard Time. Interested contractors shall meet at the Ludlow Community Center on the east side of US Highway 85 behind the Ludlow School. Contractors must sign up to attend the pre-bid tour by sending an email to the contracting officer. If weather does not allow an on-site visit, the tour will be cancelled a minimum of 3 days in advance by posting an announcement on the Federal Business Opportunities website.
